[CC §26.010]
A Park Board is hereby established to supervise and control all public parks within City limits. The Park Board shall consist of nine (9) Directors appointed by the Mayor, with the approval of the City Council. The Directors shall be chosen from the citizens of the City at large with reference to their fitness for such office. No member of the Municipal Government shall be a member of the Park Board.

The initial nine (9) Directors of the Park Board shall hold office, one-third (⅓) for one (1) year, one-third (⅓) for two (2) years and one-third (⅓) for three (3) years. At the first regular meeting of the Park Board following its establishment, the initial nine (9) Directors shall cast lots for their respective terms.

Before June 1, 1976, and before June 1 of each year thereafter, the Mayor shall, with the approval of the City Council, appoint three (3) Directors to the Park Board, who shall hold office for three (3) years and until their successors are appointed.

The Mayor may, with the consent of the City Council, remove any Director from the Park Board for misconduct or neglect of duty.

Vacancies in the Board of Directors of the Park Board, occasioned by removal, resignation or otherwise, shall be reported to the Mayor and City Council and shall be filled in the same manner as original appointments.

No Director of the Park Board shall receive compensation as such.

The Park Board shall have a President and such other Officers as the Directors deem necessary. The Board of Directors shall elect its officers from among its members. The Directors shall make and adopt such by-laws, rules and regulations for the guidance of the Park Board and for the supervision and control of all public parks within the City limits as may be expedient, not inconsistent with the laws of the United States and the State of Missouri and the ordinances of the City.

A Park Fund is hereby established within the City Treasury for the maintenance of said public park. All money received for said public park shall be deposited in the City Treasury to the credit of the Park Fund. The Park Fund shall be kept separate and apart from other money of the City.

The Park Board shall have exclusive control of the expenditure of all money collected to the credit of the Park Fund. The money deposited to the credit of the Park Fund shall be drawn upon by the proper Officers of the City upon the properly authenticated vouchers of the Park Board.

The Park Board shall have primary responsibility for the improvement, development, management, supervision, operation, maintenance and repair of all public parks within the City limits. The Park Board shall have power to appoint and fix the compensation of a suitable person and necessary assistants to supervise and care for said park. Such appointees may be removed by the Park Board.
[CC §26.110]
On or before the second (2nd) Monday in June of each year, the Board of Directors of the Park Board shall make an annual report to the Mayor and City Council stating the condition of their trust on the first (1st) day of May of that year, the various sums of money received from the Park Fund and other sources, the amounts of money expended and the purposes for which expended, and such other statistics, information and suggestions as the Directors deem of general interest. All portions of such report relating to the receipt and expenditures of money shall be verified by affidavit.

A. 
All Scott City parks will be open to the public beginning one (1) hour prior to sunrise and ending one (1) hour after sunset, subject to the following exceptions:
1. 
Any areas posted by the Park Director allowing activities after hours.
2. 
Special events scheduled such as ball games, picnics, reunions and festivals, authorized by special permit by the Park Director, which said permit shall state the name and location of the event and the hours of the event.
B. 
Any person on the park property in violation of this Section shall be guilty of trespassing as set forth in Section 225.120, subject to the general penalty assessed under Section 110.010.

The City hereby establishes a "catch and release" policy for any persons fishing at the pond in the park. In that respect, any person who catches a fish shall immediately release the same back into the pond, unless otherwise allowed by the Park Director for special events or thinning the population of fish in the pond for conservation purposes as may be recommended by the Department of Conservation and supervised by the Park Director. Any person violating this Section shall be guilty of a misdemeanor.
