N.J.S.A. 52:14-15f has been amended to provide for the direct
deposit of net pay of every employee of the municipality to a specific
banking institution in a designated checking, savings or share account.
This enabling legislation provides that on or after July 1, 2014,
the governing body of a municipality may determine to provide for
mandatory direct deposit of net pay for all employees of the municipality.
Beginning on or about July 1, 2014, all employees of the Township
of Manchester and elected officials are required to have their net
pay deposited in a specific banking institution in a designated checking,
savings or share account of the employee's choice.
The Township shall make available any information concerning
net pay, any accompanying information approved for distribution with
net pay and W-2 forms, in accordance with applicable federal law,
on the Internet with restricted access and policies and procedures
to protect the integrity and confidentiality of the information when
practicable.
Seasonal and temporary employees may, at their request, be exempt
from this article.
Municipal employees may request, in writing, an exemption from
the direct deposit mandate to the Chief Financial Officer of Manchester
Township. Such request will be presented to the Township Council,
which may grant such an exemption by resolution and only for good
cause.
