The composition, terms of office, vacancies, functions and duties of the Planning Board shall be as provided by RSA 31 and 36 as amended, and shall be subject to all provisions of said chapter.
The Planning Board shall consist of seven members, and the membership shall be filled as provided in the following:
A. 
The Selectmen of the Town shall choose one Selectmen to act as a member and appoint six other persons.
B. 
The term of an appointed Planning Board member shall be three years.
Members of the Raymond Planning Board, after public hearing, may be removed by the Board of Selectmen for inefficiency, neglect of duty or malfeasance in office. The Selectmen shall file with the Town Clerk a written statement of reasons for such removal.
Vacancies in the membership of the Planning Board occurring otherwise than through the expiration of term shall be filled for the duration of the unexpired term by the Board of Selectmen.
A. 
The functions and duties of the Planning Board shall be as provided by RSA 31 and 36, as amended, and be subject to all provisions of said chapters, including but not limited to the following:
(1) 
Prepare and periodically revise the community Master Plan and Capital Improvements Program.
(2) 
Implement the plan; may hire and contract for consulting services to implement plan.
(3) 
Advise Town officials and make proposals for Town development.
(4) 
Interpret master plan to community residents and officials.
(5) 
Propose Zoning Ordinance amendments for consideration at the Town Meeting, with at least one public hearing on the proposed ordinance amendments prior to the Town meeting in accordance with RSA 31:63a.
(6) 
Prepare and adopt subdivision regulations and amendments thereto in accordance with RSA 36:19-22.
(7) 
Subject to Town Meeting authorization, prepare and update the Official Zoning Regulations.
(8) 
Advise the Town Manager of all Town Planner activities required by the Board. This shall include review and revision of the Capital Improvement Plan, Master Plan, Subdivision Regulations, Site Review Regulations and Zoning Regulations as well as any other projects deemed appropriate by the Planning Board or Board of Selectmen.
B. 
The Chairman and the Clerk shall be selected by members of the Board from its own membership annually.
