A. 
The Parks and Recreation Commission shall consist of at least five voting members.
B. 
Members shall be appointed by the Board of Selectmen to three-year staggered terms. Members may not serve more than two consecutive terms.
C. 
Any member absent from three meetings without excuse shall be replaced.
D. 
The following shall be appointed as members by their respective boards:
(1) 
A Selectmen.
(2) 
A School Board member.
E. 
The Parks and Recreation Director shall serve as an ex officio member.
The functions of the Parks and Recreation Advisory Board shall be as follows:
A. 
Recommend overall philosophy and goals of the Parks and Recreation Department.
B. 
Recommend a long-range and short-range plan for meeting the goals of the Department.
C. 
Recommend annual objectives for the Parks and Recreation Department.
D. 
Recommend procedures under which the Parks and Recreation Department will operate, including such areas as programs to be conducted, fees and charges and use of facilities.
E. 
Provide support for a budget necessary to meet the goals and obligations of the Parks and Recreations Department to the appropriate legislative bodies.
F. 
Support the established policies and services of the Parks and Recreation Department within the community.
G. 
Coordinate efforts of the Board with those of other recreation-related groups in the community.
H. 
Pursue adequate funding to build, operate, and maintain recreation facilities and programs. All possible local, state, recreation facilities and resources will be explored.
I. 
Attend and support the work of the New Hampshire Recreation and Park Association and other appropriate organizations to keep informed and improve parks and recreation services in the Town of Raymond.
