[Derived from § 1-2 of the 1971 Code]

For the purpose of this Code, and in the interpretation and application of all other ordinances heretofore or hereafter adopted, except as the context may otherwise require, the following definitions shall be used in the Code:
CHARTER
The pertinent provisions of the Optional Charter Law of the State of New Jersey governing Council-Manager Plan A (Article 9)[1] under which this Township government is constituted.
CLERK or TOWNSHIP CLERK
The Municipal Clerk duly appointed pursuant to law.
COUNCIL, TOWNSHIP COUNCIL
The Township Council of the Township of Lawrence.
COUNTY
The County of Mercer.
DAYS
The calendar days.
DEPARTMENT
An organized unit of the government established or designated by this Code as a department.
DIRECTOR
The head of an administrative department of the Township government.
GOVERNING BODY
The Municipal Council as constituted by the Township Charter.
LICENSED
Licensed in accordance with the appropriate section or chapter of this Code.
MONTH
A calendar month unless otherwise specifically provided.
MUNICIPALITY
The Township of Lawrence in the County of Mercer.
OFFICER OR OFFICIAL
The title of an officer or official shall be construed as if the words "of the Township of Lawrence" followed it.
ORDINANCE
Any act of local legislation heretofore or hereafter adopted, and including this Code, so long as it is adopted by the procedure required for the adoption of an ordinance and so long as it remains in force and effect pursuant to law.
OWNER
As applied to a building or land, shall mean and include any part owner, any corporation, joint owner, tenant in common, tenant in partnership, joint tenant or tenant by the entirety, of the whole or of a part of such building or land.
PERSON
Move and extend and be applied to associations, firms, partnerships and bodies politic and corporate, as well as individuals.
PRECEDING, FOLLOWING
Next before and next after, respectively.
PUBLIC GROUNDS, PUBLIC SQUARES, PUBLIC PLACE or PUBLIC PLACES
Severally be construed to mean any and every public ground, public square, public park or other public place within the Township.
SIDEWALK
Any portion of a street between the curbline and the adjacent property line, intended for the use of pedestrians, excluding parkways.
STREET
Includes an avenue, road, alley, lane, highway, boulevard, concourse, driveway, culvert, sidewalk, and crosswalk, and every class of road, square, place or municipal parking field used by the general public. Street shall be considered to include a sidewalk or footpath, unless the contrary is expressed or unless such construction is inconsistent with the apparent intent.
TOWNSHIP
The Township of Lawrence in the County of Mercer and State of New Jersey.
TOWNSHIP CLERK, CHIEF OF POLICE OR SUCH OTHER NAMED TOWNSHIP OFFICER
The Township Clerk, Chief of Police or such other Township Officer or Department, respectively, of the Township of Lawrence, New Jersey.
WEEK
Seven days.
YEAR
A calendar year unless otherwise specifically provided.

In the construction of this Code and of all other ordinances, the following rules shall be observed, unless such construction would be inconsistent with the manifest intent of the Township Council:
A. 
Committee. Whenever in this Code any committee is mentioned by name or title, such committee shall be understood to be the committee of the Township Council designated by such name or title, unless otherwise indicated.
B. 
Computation of time. In computing any period of time, the day of the act or event after which the designated period begins to run shall not be included. The last day of the period so computed shall be included, unless it is a Saturday, Sunday or legal holiday, in which event the period shall run until the end of the next day which is neither a Saturday, Sunday nor a holiday. When a period of time prescribed or allowed is less than seven days, intermediate Saturdays, Sundays and legal holidays shall be excluded in the computation.
C. 
The present tense includes the past and future tenses and the future, the present.
D. 
The masculine gender includes the feminine and neuter.
E. 
The singular number includes the plural and the plural, the singular.
F. 
Shall is mandatory and may is permissive.
G. 
Writing and written shall include printing, typewriting and any other mode of communication using paper or similar material which is in general use, as well as legible handwriting.
H. 
And may be construed as meaning or, and or as and, if the sense requires and indicates such meaning.
I. 
Whenever a specific time is used in this Code, it shall mean the prevailing and established time in effect in the State of New Jersey during any day in any year.
J. 
Any citation of a statute, law or ordinance contained in this Code shall be deemed to refer to such statute, law or ordinance as amended, whether or not such designation is included in the citation.
K. 
Chapter shall mean one of the major divisions of this Code identified by an Arabic numeral and divided by subject matter.
L. 
Section shall mean a major subdivision of a chapter.
M. 
Subsection shall mean a subdivision of a section, identified by a decimal number.
N. 
Paragraph shall mean a subdivision under a subsection, identified by an alphabetical letter or Arabic number.
