License fee schedule. A license shall be issued after payment of a fee of $11 for each cat if spayed or neutered, $14 per cat if not spayed or neutered and of reproductive age. The fee of $10 shall be charged unless concurrently with the license application, there is submitted for each cat either (1) a certification of spaying or neutering for cats by a licensed veterinarian or (2) a sworn affidavit of such spaying or neutering executed and notarized on behalf of the applicant. Persons who fail to obtain a license as required within the time period specified in this section will be subject to a surcharge of $2 plus a delinquent fee of $1 per month in addition to the license fee for each cat.

(1) 
The annual license fee shall be $250 and the license shall be issued on February 1 of each year.

There shall be a delinquent charge of $1 per day including Saturdays, Sundays and holidays where the operator of a body art establishment fails to apply for a license by February 1.

A. 
Fees for construction permits. In accordance with the provision of N.J.A.C. 5:23-4.17, "Municipal enforcing agency fees," the Township of Lawrence hereby adopts the schedule. (Chapter 130, Article I, Uniform Construction Code Administration)
(1) 
General.
(a) 
The fee for plan review, computed as a percentage of the fee for a construction permit, shall be paid at the time of application for a permit. The amount of this fee shall then be deducted from the amount of the fee due for a construction permit, when the permit is issued. Plan review fees are not refundable.
(b) 
The fee to be charged for a construction permit will be the sum of the basic construction fee plus all applicable special fees, such as elevator or sign fees. This fee shall be paid before a permit is issued.
(c) 
The fee to be charged for a certificate of occupancy shall be paid before a certificate is issued. This fee shall be in addition to the construction permit fees.
(d) 
Lawrence Township is designated as the plan review agency and as the local enforcing agency pursuant to N.J.A.C. 5:23-4.3.
(2) 
Where Lawrence Township performs plan review only, the plan review fee shall be in the amount of 25% of the new construction permit fee which would be charged by Lawrence Township pursuant to these rules.
(3) 
Lawrence Township (enforcing agency) fees shall be as follows:
(a) 
Plan review fee or administrative fee: The fee for plan review or an administrative fee to void out an existing issued permit or a proposed permit shall be 20% of the amount to be charged for a new construction permit, except that elevator device plan review shall be as in (c III) 6 and 7 below.
(b) 
The basic construction fee shall be the sum of the parts computed on the basis of the volume or cost of construction, the number of plumbing fixtures and pieces of equipment, the number of electrical fixtures and devices and the number of sprinklers, standpipes, and detectors (smoke and heat) at the unit rates provided herein plus any special fees. The minimum fee for a basic construction permit covering any or all of the building, plumbing, electrical, or fire protection work shall be $46.
(c) 
Fee to review revisions to an approved plan, $50 per hour, maximum fee $150.
[1] 
Building volume or cost. The fees for new construction or alteration areas follows:
[a] 
Fees for new construction shall be based upon the volume of the structure. Volume shall be computed in accordance with N.J.A.C. 5:23-2.28. The new construction fee shall be in the amount of $0.030 per cubic foot of volume for buildings and structures of all use groups and types of construction as classified and defined in Articles 3 and 4 of the building subcode. The fee shall be $0.010 per cubic foot for structures on farms, including commercial farm buildings under N.J.A.C. 5:23-3(d).
[b] 
Fees for renovations, alterations, repairs and new or existing HVAC and mechanical systems shall be based upon the estimated cost of work. The fee shall be in the amount of $28 per $1,000. From $50,001 to and including $100,000, the additional fee shall be in the amount of $22 per $1,000 of estimated cost above $50,000. Above $100,000, the additional fee shall be in the amount of $18 per $1,000 of estimated cost above $100,000. For the purpose of determining estimated cost, the applicant shall submit to Lawrence Township such cost date as may be available produced by the architect or engineer of record, or by a recognized estimating firm, or by the contractor. A bona fide contractor's bid, if available, shall be submitted. Lawrence Township shall make the final decision regarding estimated cost.
[c] 
Fees for additions shall be computed on the same basis as for new construction for the added portion.
[d] 
Fees for combination renovations and additions shall be computed as the sum of the fees computed separately in accordance with Subsection A(3)(c)[1][a] and [b] above.
[2] 
Plumbing fixtures and equipment fees shall be as follows:
[a] 
The fee shall be in the amount of $15 per fixture connected to the plumbing system for all fixtures and applications except as listed Subsection A(3)(c)[2][b] below.
[b] 
The fee shall be $85 per special device for the following: grease traps, oil separators, water-cooled air-conditioning units, refrigeration units, utility service connections, back flow preventers, steam boilers, hot water boilers (excluding those for domestic water heating), gas piping, active solar systems, sewer pumps, interceptors and fuel oil piping. There shall be no inspection fee charged for gas service entrances.
[3] 
Electrical fixtures and devices fees shall be as follows:
[a] 
For from one to 50 receptacles or fixtures, the fee shall be in the amount of $46 for each 25 receptacles or fixtures. In addition to this, the fee shall be in the amount of $10. For the purpose of computing this fee, receptacles or fixtures shall include lighting outlets, wall switches, fluorescent fixtures, convenience receptacle or similar fixtures, and motors or devices of less than one horsepower or one kilowatt or less.
[b] 
For each motor or electrical device greater than one horsepower and less than or equal to 10 horsepower, and for transformers and generators greater than one kilowatt and less than or equal to 10 kilowatts, the fee shall be $15.
[c] 
For each motor or electrical device greater than one horsepower and less than or equal to 50 horsepower; for each service panel, service entrance, or subpanel less than or equal to 200 amperes; for each transformer and generator greater than 10 kilowatts and less than or equal to 45 kilowatts; and for each utility load management device, the fee shall be $55.
[d] 
For each motor or electrical device greater than 50 horsepower and less than or equal to 100 horsepower; for each service panel, service entrance or subpanel greater than 200 amperes and less than or equal 1,000 amperes; and for transformers and generators greater than 45 kilowatts and less than or equal to 112.5 kilowatts, the fee shall be $110.
[e] 
For each motor or electrical device greater than 100 horsepower, for each service panel, service entrance or subpanel greater than 1,000 amperes; and for each transformer or generator greater than 112.5 kilowatts, the fee shall be $548.
[f] 
For the purpose of computing these fees, all motors except those in plug-in appliances shall be counted, including control equipment, generators, transformers and all heating, cooking or other devices consuming or generating electrical current.
[g] 
Annual electrical certificate of compliance verifying all wiring in or around the pool pump and associated electrical equipment is safe and meets the requirements of the applicable electrical subcode shall be issued annually and the amount of the fee shall be $46.
[4] 
Fire protection and other hazardous equipment: i.e., sprinklers, standpipes, detectors (smoke and heat), pre-engineered suppression systems, gas and oil fired appliance not connected to the plumbing system, kitchen exhaust systems, incinerators and crematoriums: The fees are as follows:
[a] 
The fee for 20 or fewer heads or detectors shall be $80; for 21 to and including 100 heads or detectors, the fee shall be $150; for 101 to and including 200 heads or detectors, the fee shall be $275; for 201 to and including 400 heads or detectors, the fee shall be $710; for 401 to and including 1,000 heads or detectors, the fee shall be $985; for over 1,000 heads or detectors, the fee shall be $1,260. In computing fees for heads and detectors, the number of each shall be counted separately and two fees, one for heads, and one for detectors shall be charged.
[b] 
The fee for each standpipe shall be $275.
[c] 
The fee for each independent pre-engineered system shall be $110.
[d] 
The fee for each gas or oil fired appliance that is not connected to the plumbing system shall be $56.
[e] 
The fee for each kitchen exhaust system shall be $56.
[f] 
The fee for each incinerator shall be $440.
[g] 
The fee for each crematorium shall be $440.
[5] 
Certificates and other permits are as follows:
[a] 
The fee for a demolitions or removal permit shall be $80 for a structure of less than 5,000 square feet in area and less than 30 feet in height, for one- or two-family residences (use group R-3 of the building code), and structures on farms, including commercial farm buildings under N.J.A.C. 5:23-3(d), and $150 for all other use groups.
[b] 
The fee for a permit to construct a sign shall be in the amount of $1.50 per square foot surface area of the sign, computed on one side only for double-faced signs. The minimum fee shall be $50.
[c] 
The fee for a certificate of occupancy shall be in the amount of 10% of the new construction permit fee that would be charged by Lawrence Township pursuant to these regulations. The minimum fee shall be $150, except for one- or two-family residences (use group R-3 to R-5 of the building code) of less than 5,000 square feet in area and less than 30 feet in height, and structures on farms, including commercial farm buildings subject to N.J.A.C. 5:23-3.2(d), for which the minimum fee shall be $80.
[d] 
The fee for a certificate of occupancy granted pursuant to a change of use group shall be $180.
[e] 
The fee for certificate of continued occupancy shall be $150, and a flat fee of $46 as noted in N.J.A.C. 5:23-4.18(g)4 for cross-connections and backflow preventers that are subject to testing and require reinspections, and for other final approvals not listed in this section.
[f] 
There shall be no fee for the issuance of the first temporary certificate of occupancy and no fee for the renewal of said first certificate of occupancy. The fee beyond the first renewal for all additional temporary certificates of occupancies shall be the minimal fee per that particular use group.
[g] 
The fee for a certificate of approval or certificate of compliance certifying the work done under a construction permit has been satisfactorily completed shall be no charge.
[h] 
The fee for plan review of a building for compliance under the alternate systems and non-depletable energy source provisions of the energy subcode shall be $240 for one- and two-family residences (use group R-3 to R-5 of the building subcode), and for all other structures as per Ord. No. 1893-06 for geothermal heating/cooling systems.
[i] 
The fee for an application for a variation in accordance with N.J.A.C. 5:23-2:10 shall be $600 for Class 1 structures and $150 for Class II and Class III structures. The fee for resubmission of an application for a variation shall be $275 for Class I structures and $85 for Class II and Class III structures.
[j] 
A flat fee of $56 per subcode shall be charged on changes of contractors after the permit has already been issued.
[6] 
Annual permit requirements are as follows:
[a] 
The fee to be charged for an annual construction permit shall be charged annually. This fee shall be a flat fee based upon the number of maintenance workers who are employed by the facility, and who are primarily engaged in work that is governed by a subcode. Managers, engineers and clericals shall not be considered maintenance workers for the purpose of establishing the annual construction permit fee. Annual permits may be issued for building/fire protection, electrical and plumbing.
[b] 
Fees for annual permits shall be as follows:
[i] 
One to 25 workers (including foremen): $667 per worker;
[ii] 
Each additional worker over 25: $232 per worker.
[c] 
Prior to the issuance of the annual permit, a training registration fee of $176 per subcode shall be submitted by the applicant to the Department of Community Affairs, Bureau of Technical Assistance, Training Section, along with a copy of the construction permit (Form F-170C). Checks shall be made payable to "Treasurer, State of New Jersey."
[7] 
The State Department of Community Affairs in the elevator subcode for Lawrence Township and state fees will comply.
[8] 
The fee for a mechanical inspection in a use group R-3 to R-5 structure by a mechanical inspector shall be $50 for the first device and $15 for each additional device. No separate fee shall be charged for gas, fuel oil, or water piping connections associated with the mechanical equipment inspected.
B. 
Appeal; application fee; waiver. All appeal applications shall be accompanied by a fee of $50. (Chapter 130, Article I, Uniform Construction Code Administration)
C. 
Right-of-way access permit fee. A right of access permit fee shall be $50.

Emergency medical services and ambulance transport services fees:
(1) 
A fee of $785 plus $15 per mile calculated one way will be charged to all persons receiving ambulance transport service by the Lawrence Township Emergency Medical Services.
(a) 
In addition to the above, a fee in the amount of $70 will be charged for the use of oxygen when required,
(b) 
A fee in the amount of $25 will be charged for the use of a cervical collar when required.
(c) 
When it becomes necessary to extricate a person(s) from a motor vehicle, domestic entrapment or confined spaces, the following fees will be assessed: stabilization/extrication, $950; power extrication with the use of mechanized tools, $1,950; a technical rescue (rope/swift water/floodwater, trench, confined space, etc.), $2,800.
(2) 
Notwithstanding the foregoing, the payment of the fee by any person receiving such ambulance transport services from the Lawrence Township Emergency Medical Services will be waived provided such person certifies that he/she has no medical insurance coverage in effect to cover the ambulance transport services.
(a) 
All persons that receive ambulance services shall be billed for any co-payments, co-insurance payment or deductible payment as required.
(b) 
The recipient of ambulance transport services must facilitate the submittal of the bill for such services if required by the insurance company or secondary insurance company, and provide all required information necessary for payment.
(c) 
The Chief Financial Officer and Chief of Police will be responsible for the billing of all services and/or third party administration of billing.
(3) 
The Township of Lawrence is authorized to enter into contracts with various hospitals that provide Advanced Life Support (ALS) services to patients that are transported by the Lawrence Township Emergency Medical Service allowing the hospitals to bundle bill Medicare for service rendered. The hospital will reimburse the Township of Lawrence its transportation costs within 45 days of receiving payment.

Due dates, penalties.
(1) 
Billing for basic inspection fees will take place in January of each year. Fees are due by March 31 in the same year. Failure to remit required basic fees by this date will result in additional fee equal to the amount of the basic fee.
(2) 
Failure to obtain permits required by the Uniform Fire Code will result in penalties detailed in N.J.A.C. 5:70-2.12.
D. 
Uniform Fire Code. The following users shall be exempt from the local permit fees; however, they shall be requested to properly apply for such permits and to comply with all other Code requirements.
(1) 
Volunteer Fire Companies.
(2) 
Volunteer Ambulance Squads.
(3) 
Nonprofit civic groups when applying for a use of an occasional nature (once or twice a year).
(4) 
Contractors and construction firms when the activity is part of work performed under a valid permit issued by the construction official.

Miscellaneous fee. Except as provided for, fees for nonresidents and organizations with their base of operation not in Lawrence Township shall be twice the established fee.
E. 
Financial assistance for program fees. Upon review of gross household income and family size, the Superintendent of Recreation can issue a partial scholarship to Lawrence Township residents for Recreation Department fees set forth in said ordinance. Qualified participants will be assessed 35% or 65% of the registration fee. Travel Camp participants meeting the guidelines will be required to pay a minimum of $125 per week.
F. 
Refunds of registration fees. Individuals withdrawing from a program before the start date will receive a refund, minus 25% of the established registration. No refund will be issued if the participant withdraws after the starting date of the activity.
G. 
Temporary food license for community day. Individuals must obtain a temporary food license for the purpose of distributing food and/or beverages at Community Day and meet all the requirements as outlined by the Lawrence Township Health Department. The fee for nonprofit or not-for-profit organizations based in Lawrence Township will be waived.
