A. 
It shall be lawful for the Fire Official or such other officer of the Bureau of Fire Prevention to enter into and upon at any and all reasonable times, every house, structure, or other building to inspect such premises and buildings for the purpose of ascertaining and prosecuting persons for violation of any law of the state, this Code or other ordinance of the Township, intended for the more effectual prevention of fires; and such Fire Official or officer of the Bureau of Fire Prevention may also enter into or upon any lands or buildings for the examination of the fire doors, trap doors, fireplaces, hearths, chimneys, stoves and pipes, boilers, heaters, chemicals, chemical apparatus, in any building whatsoever.
B. 
In the event that the owner, occupant or person in charge of any building enumerated in this section, shall refuse to admit the Fire Official or his designee to enter in, on or upon any such building, or any part thereof, and inspect the same for the purposes aforesaid, it shall be the duty of the Fire Official or his designee to make immediate complaint before the municipal court of the Township, and the judge thereof shall hear and determine whether such refusal was willful and in violation of the intents and purposes of this section.

It shall be the duty of the Fire Official or his designee to order and direct the owner, agent, occupant, lessee or other person in charge thereof, to remedy, abate or remove anything promoting fires or hazardous fire conditions, or anything making the same unsafe for occupancy or for work. The Fire Official or his designee shall order and direct the owner, agent, occupant, lessee or person in charge of any building or structure, to remove the same, if in his judgment the same is menacing and dangerous or a violation of any law or ordinance, or to order and direct such measures as will make safe and secure the occupants or works in any such building.
B. 
The owner, agent, occupant, lessee or person in charge thereof shall comply with such direction of the Fire Official or his designee within the time fixed in such order, either written, printed or verbal, and in case of the neglect or refusal of the party or parties as aforesaid, or the possessor of any combustible or inflammable materials, to remove or to secure the same within the time and in the manner directed in such order, it shall be the duty of the Fire Official or his designee to make complaint against the owner, occupant, agent, lessee or person or possessor before the Municipal Court of the Township, for the violation of the order issued by virtue of the provisions of this section or the provisions of this Code relating to the keeping and storing of explosives, and any other ordinances of the Township or laws of the state passed for the prevention of fire, or for removing hazardous fire conditions.
C. 
Any person aggrieved by the order of the Fire Official or his designee may appeal from such order or direction to the Township Council; provided, that he shall do so, in writing, within five days from the date of the receipt of the order made by the Fire Official or his designee, and the appeal shall set forth the reasons why such appellant thinks the order and direction of the Fire Official or his designee is inequitable and unjust. The decision of the Township Council shall constitute the final order to be complied with when their judgment is rendered.
No person shall obstruct or hinder the Fire Official or his designee in the discharge of the duties imposed by this chapter, or shall neglect or refuse to comply with any order made pursuant to the provisions of this chapter.
