A Citizens Advisory Committee for Persons with Disabilities ("CAC") is hereby created in the Town of Huntington for the purpose of promoting, protecting, and ensuring the full and equal enjoyment of all aspects of community life by persons with disabilities, including areas such as non-discrimination, accessibility and mobility.
(A) 
The Committee shall report to the Director of the Department of Human Services and shall consist of thirteen (13) members who shall be appointed by the Town Board.
(B) 
The Committee shall select from its membership a Chairperson and Vice-Chairperson. The Vice-Chairperson shall assist the Chairperson and shall act as the presiding officer in the absence of the Chairperson.
(C) 
All members shall possess and demonstrate a general interest associated with the purposes and pursuits of the Committee's endeavors.
(D) 
The Chairperson, Vice-Chairperson, and all members of the Committee shall serve without salary or compensation.
Each member shall be appointed for a term of five (5) years. However, the first five members appointed shall serve for five (5) years, the next four members appointed shall serve for four (4) years and the last four members appointed shall serve for three (3) years. Any appointment to fill a vacancy of an unexpired term shall assume the term of the vacated position.
The Committee shall:
(A) 
Advise the Town Board regarding the needs and concerns of persons with disabilities with respect to appropriate Town action.
(B) 
Make recommendations to and cooperate with the proper town authorities, departments and agencies concerning issues involving persons with disabilities.
(C) 
Ensure non-discrimination and full participation of persons with disabilities in aspects of community life within the Town of Huntington.
(D) 
Coordinate with proper authorities to implement the removal and mitigation of architectural and other physical barriers and impediments in public buildings and facilities within the Town of Huntington.
(E) 
Implement, or cause to be implemented by the appropriate public agency, the provision of adequate public services, including social, educational, recreational, and other necessary services for persons with disabilities.
(F) 
Keep informed regarding relevant state and federal laws and regulations, and obtain and disseminate information on existing services available to persons with disabilities.
(G) 
Appoint advisory groups and committees necessary to extend the efforts and purposes of the Committee.
(H) 
Investigate, research and collaborate with other entities, when appropriate, to fund projects consistent with the pursuit of the Committee's endeavors.
The Committee shall meet a minimum of eight (8) times per year and at such additional times as the Chairperson of the Committee or a majority thereof may determine. The Committee, or any such designee, shall take the minutes of its meetings, file the minutes with the Department of Human Services, and distribute same to the Committee members. A quorum of the Committee shall be duly constituted with one-third of the voting members present.
