A. The
Dispatch Department shall consist of the following:
1. Dispatch Supervisor: One (1) dispatch supervisor, who shall be the
head of the department, whose job duties shall include training and
supervising all dispatchers in the performance of their duties, scheduling
dispatchers for work, preparing and assisting the administrator in
the preparation of the budget for the department, providing for the
acquisition, upkeep and maintenance of all equipment in the department
as may be allowed by the budget or authorization of the Mayor and
Council.
2. Dispatchers: A sufficient number of dispatchers as may be determined
by the Mayor and Council to be necessary for the protection and welfare
of the City.

The Mayor with the approval of the Council shall appoint the
dispatch supervisor and dispatchers, who shall serve at will.

A. Each
dispatcher shall keep a record of all calls received during his/her
hours of duty.
B. Each
dispatcher shall receive calls for assistance from citizens of the
City of Scott City and others who may entitled to the City's services
and, upon receipt of said calls, and after considering both the need
of the caller and the availability of the City's resources, dispatch
the required police units, fire department units, emergency medical
units or other such available resources as may be necessary to assist
a caller, and other such duties as may be prescribed by the dispatch
supervisor.

The dispatch supervisor or his/her designated agent shall arrange
shifts each day in such manner as will promote the effective working
conditions in the department.

The Dispatch Department may provide any public safety department
with clerical assistance with regard to record keeping, compliance
with Sunshine Law requests and such other assistance as may be agreed
upon between the department heads and approved by the City Administrator,
or as instructed by the City Administrator. In turn, any public safety
department may provide the Dispatch Department with an employee to
perform emergency or temporary dispatching as agreed by the department
heads and approved by the City Administrator, or as instructed by
the City Administrator. However, in no event shall a dispatcher or
other employees of a public safety department be considered an officer
of the other department.

All dispatchers shall be subject to the personnel policies adapted
by the City Council.
