A. 
No person or group of persons shall, in a street or a way to which the public has a right of access, as licensees or invitees, willfully obstruct and impede the free passage of foot travelers, nor shall any person or groups of persons, in a street or way to which the public has a right of access as licensees or invitees, after being directed and instructed by a police officer to move on, fail to move; provided, however, that nothing herein contained shall be construed to deny the right of peaceful picketing or parading singly or in numbers, with or without placards, in or on any public way or street where persons may lawfully be in the course of a labor dispute, pursuant to Chapter 150 of the Massachusetts General Laws, or of those lawfully permitted to do so.

B. 
Any person(s) in violation of the above section may be arrested by any police officer without a warrant.

No person or group of persons, whether in vehicles or otherwise, shall stand, loiter, remain in and/or about the Bradford Common, G.A.R. Park and Merrimack River Park or any street, way or sidewalk to which the public has access and which is adjacent thereto, between the hours of 8:00 p.m. and 7:00 a.m., inclusive, or between the hours of 8:00 p.m. and 8:00 a.m. for Merrimack River Park only, inclusive, unless joint written permission is obtained from the Mayor and the Chief of Police. The Merrimack River Park shall only be open to the public from June 1 to October 1. No person or group of persons, whether in boats, vehicles or otherwise, shall stand, loiter, remain in and/or about the City-owned Merrimack River boat docks and ramps or the boardwalk adjacent to the Phoenix Row parking lot between the hours of 1:00 a.m. and 7:00 a.m., inclusive, unless joint written permission is obtained from the Mayor or the Chief of Police.

Whoever violates this chapter shall be subject to a fine of $50 for each offense. Any failure or refusal as above defined shall constitute a separate and continuing violation.
