No person shall operate any motor-driven boat, snowmobile or other motor-driven conveyance upon waters or lands within or bounding the Township unless the motor shall be constructed with a muffler or silencer to prevent excessive noise. The muffler or silencer shall be used while the motor is in operation.
No person shall use any muffler cutout on any motor-driven conveyance upon waters or lands within or bounding the Township.

As used in this article, the following terms shall have the meanings indicated:
MOTOR VEHICLE
All on-road and off-road vehicles, including, but not limited to, cars, trucks, vans, motorcycles, minibikes, mopeds, go-carts, dune buggies, dirt bikes, all-terrain vehicles (ATV) and snowmobiles and any other similar motor vehicle of the type that is normally used on land for recreation, entertainment or pleasure.[1]
RECREATION AREA
Includes but is not limited to all parks, tennis courts, ballfields, athletic fields, tracks and beach areas.

Motor vehicles shall be prohibited in all public or quasi-public recreation areas when not specifically permitted.
This article shall not apply to:
A. 
Motor vehicles belonging to the Township or the West Milford Board of Education.
B. 
Authorized vehicles belonging to the state or county governmental agencies.
The Department of Parks and Recreation shall be authorized to post signs on public and quasi-public recreation areas in conformance with this article.
