The billing period for water and sewer service shall be quarterly, with the actual billing dates being as directed by the Township Administrator.
There shall be an interest charge of 1% per month for all bills that remain unpaid after 60 days from the date of said bill.
A. 
Under the laws of the State of New Jersey, all charges for water and sewer service, including interest, are liens upon the premises or property on account of which such charge is incurred, until paid and satisfied.
B. 
Where water or sewer service is terminated because of nonpayment, service will not be resumed until such charges have been paid, including the fee for the resumption of service.

There are hereby established charges for water and sewer service. The service charges are included in Chapter 135, Fees and Costs.

Water shall be turned on only by representatives of the Township of West Milford. When supply has been cut off for any purpose except for repairs not chargeable to the consumer, it shall not be turned on again until all arrears and charges then due, including a service charge in the amount set forth in Chapter 135, Fees and Costs, shall have been paid.

No one except representatives of the Township of West Milford shall tap the water mains or supply or attach to the sewer system in order to provide service without the prior approval of the Township. In the event that such service is available, there shall be a hookup fee for the water systems for the connection from the main to the structure and a hookup fee for the sewer system in the amounts set forth in Chapter 135, Fees and Costs.

No person shall hinder or refuse to admit any representative of the Township of West Milford, upon presentation of identification, access to their premises for the purpose of making inspection thereof, including the examination of the entire water supply, plumbing and sewer system upon said premises.
Penalties for violations of this chapter shall be imposed in the manner provided and set forth in Chapter 1, Article III, General Penalty, of the Code of the Township of West Milford.
