The Monroe Township Commission on Civil Rights be and hereby is created pursuant to N.J.S.A. 10:5-10, which shall be known as the "Monroe Township Human Relations Commission."
The Commission shall be composed of not fewer than nine nor more than 25 representative citizens serving without compensation. The members of the Commission shall be appointed by the Mayor and shall be called Commissioners. On an annual basis the Commissioners shall appoint a Chairman of the Commission.
All appointments to the Commission shall be for a term of three years commencing on January 1 of each year, except that upon the original organization of the Commission, the terms of 1/3 of the Commissioners shall end on December 31, 1994, 1/3 on December 31, 1995 and 1/3 on December 31, 1996. Thereafter, each Commissioner shall be appointed for a term of three years. In the event of the death or resignation of any Commissioner, his successor shall be appointed to serve for the unexpired term for which such Commissioner had been appointed. Each Commissioner shall serve until his successor is duly appointed and qualified. The Commission shall select a Vice Chairman and Secretary from its members and may fill such other offices as it may determine necessary. The Commission is empowered to adopt rules for the operation of its business.
The Town Council shall appoint an ex officio member to the Commission with full rights to attend all meetings of the Commission and to participate in all discussions, debates and business of the Commission.
A. 
The duty and function of the Commission shall be to foster, through community effort or otherwise, goodwill, cooperation and conciliation among the groups and elements of the inhabitants of the community and to make recommendations to the Mayor and Council for the development of policies and procedures in general and for programs of formal and informal education that will aid and eliminate all types of discrimination based on race, religion, creed, color, national origin, ancestry, age, marital status, affectional or sexual orientation, familial status, sex or physical or mental disabilities.
B. 
The Commission and all other units of government or any other agencies concerned with the purposes of this chapter shall cooperate with each other to achieve the goals of the Commission in keeping with this chapter.
There shall be appropriated in each annual budget of the Township of Monroe such sum as may be determined by the Town Council to be necessary for the purposes of the Commission.
The Commission shall make an annual report to the Mayor and Town Council of its activities and shall also periodically make any such recommendations as may be necessary to carry out the purposes of this chapter.
