This chapter shall be known as the "Codification of Fees and
Costs of the Township of Monroe."
This chapter is adopted in order to advise the citizens of the
Township and any and all persons doing business with the Township
of the various fees charged for services rendered by the departments
of Township government and to provide ready access to any and all
such information.
A. The fees which follow shall be charged by the Township for services
rendered or licenses or permits issued.
B. All license and permit fees shall be annual, unless otherwise noted.
C. Miscellaneous fees shall be $5.

Registration/license: $35.
B. Plenary retail consumption license with broad package privilege:
$2,500.
C. Plenary retail consumption license: $2,500.
D. Plenary retail distribution license: $2,400.
E. Seasonal retail consumption license: $1,500.
F. Hotel and/or motel license: $2,000.
G. Transfer of license:
(1) For person-to-person transfer: 10% of annual license renewal fee.
(2) For place-to-place transfer: 10% of annual license renewal fee.
(3) For both person-to-person and place-to-place transfers: 20% of annual
license renewal fee.

(2) Nonresident: $125 per hour (maximum four hours).
B. Meeting rooms A and B: monthly meetings.
(1) Nonprofit: $20 (up to two meetings a month). There shall be no fee
for any sports organization regulated by the Township falling under
Ordinance No. O:47- 2019.
(2) For-profit: $25 (up to one meeting a month).
C. Multipurpose room: monthly meetings.
(1) Nonprofit and resident: $35 (maximum three hours for up to two meetings
a month). There shall be no fee for any sports organization regulated
by the Township falling under Ordinance No. O:47-2019.

(2) For-profit and nonresident: $50 (maximum three hours for up to one
meeting a month).
D. Applicants
will pay a nonrefundable 50% use fee if the room request is approved.
The fee will be applied to the room rental deposit. The rest of the
fee must be paid in full no later than 24 to 48 hours prior to event.

(6) Special service charge. Whenever the nature, format, manner of collation,
or volume of a government record embodied in the form of printed matter
to be inspected, examined, or copied pursuant to this section is such
that the record cannot be reproduced by regular document copying equipment
in ordinary business size or fulfillment of the request would involve
extraordinary time and effort to accommodate the request and/or require
extensive use of technology, said charges may be imposed as follows:
(a)
The actual cost (materials and supplies, but no staff labor)
of duplication or reproduction; plus
(b)
A special service charge of the actual direct cost of labor
shall be imposed for each hour of extraordinary time predicted to
be utilized to respond to the request. Actual direct cost shall mean
the hourly rate of the lowest level employee capable of fulfilling
the request. An estimate of same shall be provided first to the requestor
before the request is processed and the charges are imposed.
(7) Victims of crimes or offenses are exempt from fees.
F. Mailing charge: per meter reading.
G. All fees associated with discovery in a criminal or traffic matters
are established by the Monroe Township Police Department. See 74-29,
Police documents.

B. Rental certificates and inspections.
(1) Rental certificate of occupancy for yearly inspection: $50 nonrefundable
fee per unit registered by April 1 of each calendar year.
(2) Failure to register by April 1 of each calendar year, or occupying
without a certificate of occupancy, will result in a $100 penalty.
(3) Rental certificate of occupancy for change of tenant: $50 nonrefundable
fee per unit.
(4) Rental reinspection fee: $25 per unit.

A. There shall
be a dumpster permit fee of $50 for the utilization of a dumpster
for the removal of household and/or property debris.
B. There shall
be no dumpster permit fee when a dumpster permit is obtained in conjunction
with a construction permit. If there is no construction permit, there
shall be a permit fee of $50 for the utilization of a dumpster for
the removal of household and/or property debris.
C. Exceptions:
An active site plan or major subdivision under the review of the Township
Engineer shall be exempt from this section.

The party requesting the service of a member of the Monroe Township Police Department provided for in §
69-20 of the Code of the Township of Monroe shall be charged and pay for such service at the following rates:
A. Churches, schools, and nonprofit entities:
(1) Per hour per police officer: $70. [NOTE: *All requests are a minimum
of three hours. If the job is not canceled at least one hour prior
to the start time, a three-hour minimum will be paid to the officers
assigned to work the assignment.]

Any individual and/or entity requesting to meet with the administration
and/or its professionals at a regular staff meeting or any other designated
time for the purpose of exploring commercial development within the
Township shall be required to pay a fee of $750. Said fee will be
utilized by the Township to pay the costs of any Township professionals
who may be required to attend said meeting or who are consulted upon
for their services. The purpose of said fee is to offset any costs
to the residents of the Township and shall be solely borne by the
interested party. This fee does not constitute the payment of professional
fees as defined pursuant to N.J.S.A. 40:55-53.1. If in the event there
is to be a reimbursement of any unused portion of the fee, the Chief
Financial Officer shall provide for said reimbursement in a timely
fashion under such guidelines as established within the Department
of Finance.

A. To apply for and obtain a towing license, the following fees apply:
(3) The application fee must be remitted at the time the application
is submitted. The license fee must be remitted within 10 days of date
of the resolution awarding the license. Failure to submit the fee
in its entirety will result in the license not being issued for the
licensing period.
B. The application fee pursuant to this section is not refundable for
any reason. This shall include denial of the application or removal
from the tow list after approval. If application is denied, the license
fee is refundable.

C. Special
provisions for field rentals:
(1) Bulk
rate availability: Requested field rentals may be available at a bulk
rate for teams previously recognized by Monroe Township.
(2) Fee
determination: The applicable fee for such bulk rentals will be determined
by the Parks and Recreation Department based on the usage request.
(3) Expiration
of bulk rate option: The option to request field rentals at a bulk
rate will cease to be available following the conclusion of the 2024
spring season, effective July 1, 2024.

A. The Township of Monroe hereby declares its acceptance of N.J.S.A.
24:6I-1, et seq. entitled "Jake Honig Compassionate Use Medical Cannabis
Act" (hereinafter referred to as the "Act").
B. Pursuant to N.J.S.A. 24:6I-10, the Township of Monroe hereby adopts
an ordinance imposing a transfer tax on any medical cannabis dispensed
by any dispensary located within the Township, including medical cannabis
that is furnished by the dispensary to a medical cannabis handler
for delivery to a registered qualifying patient or the patient's caregiver.
C. The Township of Monroe hereby establishes a 2% gross rate of a transfer
tax of the purchase price of the medical cannabis sold at a licensed
medical cannabis alternative treatment centers as defined by the Act
located in the Township and also require medical alternative treatment
centers to make an annual prepayment of such 2% sales tax equal to
an alternative treatment center's annual (twelve-month period) projected
gross revenue (as defined by N.J.S.A. 40A:20-3) of cannabis to be
sold at such alternative treatment center.
D. The Township and the alternative treatment center will complete a
reconciliation of projected annual gross revenue against actual annual
gross revenue (as defined by N.J.S.A. 40A:20-3), at which time the
actual amount due pursuant to the above will be deducted from initial
prepayment made by an alternative treatment center. The remainder
of prepayment (to the extent such remainder exists) will be used to
cover future taxes owed by an alternative treatment center pursuant
to this section.
E. The Township and the alternative treatment center shall enter into
any sales and use tax agreements as may be required by New Jersey
law.

The Township of Monroe hereby establishes a tax or fee to be
imposed on the sale or transfer of cannabis. Every cannabis establishment
shall pay an excise tax on the sale or transfer of cannabis to the
Township of Monroe at the highest rate established by State Statute,
N.J.S.A. § 40:48I-1 currently permits: 2% of the gross receipts
from each sale by a cannabis cultivator; 2% of the gross receipts
from each sale by a cannabis manufacturer; 1% of the gross receipts
from each sale by a cannabis wholesaler; and 2% of the gross receipts
from each sale by a cannabis retailer.

A. The nonrefundable application fee for the initial license and license
renewal for Classes 1 through 6 licenses shall be as follows:
(1) Class 1 cannabis (grower) cultivator: $500.
(2) Class 2 cannabis (processor) manufacturer: $500.
(3) Class 3 cannabis wholesaler: $500.
(4) Class 4 cannabis distributor: $500.
(5) Class 5 cannabis retailer: $500.
(6) Class 6 cannabis deliverer: $500.
B. Probate license fees. The annual license fees and maximum number
of licenses for the cultivation, manufacture, wholesale, distribution,
retail sale and delivery of cannabis shall be as follows:
(1) The initial license fee for Classes 1 through 6 licenses shall be
as follows:
(a)
Class 1 cannabis (grower) cultivator: $10,000 per location.
(b)
Class 2 cannabis (processor) manufacturer: $10,000 per location.
(c)
Class 3 cannabis wholesaler: $10,000 per location.
(d)
Class 4 cannabis distributor: $10,000 per location.
(e)
Class 5 cannabis retailer: $10,000 per location.
(f)
Class 6 cannabis deliverer: $10,000 per deliverer.
(2) The license renewal fee for Classes 1 through 6 licenses shall be
as follows:
(a)
Class 1 cannabis (grower) cultivator: $2,500 per location.
(b)
Class 2 cannabis (processor) manufacturer: $2,500 per location.
(c)
Class 3 cannabis wholesaler: $2,500 per location.
(d)
Class 4 cannabis distributor: $2,500 per location.
(e)
Class 5 cannabis retailer: $2,500 per location.
