No alcoholic beverages shall be sold, served or delivered to any person under the age of 21 years, nor shall there be any sale or delivery of any such beverage to any person wearing a uniform of the Fire or Police Department of this township.
No person under the age of 21 years shall enter into any premises licensed for the sale of alcoholic beverages for the purpose of securing alcoholic beverages for himself or any other person under the age of 21 years for consumption either on or off the premises; nor shall any person under the age of 21 years enter into any premises licensed for the sale of alcoholic beverages in an attempt to secure alcoholic beverages for himself, herself or any other person under the age of 21 years; nor shall any person under the age of 21 years have or attempt to have any person over the age of 21 years purchase alcoholic beverages for a person under the age of 21 years for consumption either on or off the premises; nor shall any person under the age of 21 years attempt to purchase or have served to him or her or others under age any alcoholic beverages by misstating or misrepresenting his, her or their ages.
No alcoholic beverages shall be sold, served or delivered nor shall any licensee suffer or permit the sale, service or delivery of any alcoholic beverage, directly or indirectly, upon the licensed premises between the hours of 3:00 a.m. and 6:00 a.m. on the weekdays and between the hours of 3:00 a.m. and 9:00 a.m. on Sundays; except that, on Christmas Eve, no alcoholic beverage shall be sold, served or delivered nor shall any licensee suffer or permit the sale, service or delivery of any alcoholic beverage, directly or indirectly, upon the licensed premises after 10:00 p.m. and until the opening of business on the following day; and except that, on New Year's Eve, the closing hour shall be extended from 2:00 a.m. of New Year's Day to 5:00 a.m. The hours aforementioned shall be construed to indicate standard time or daylight saving time during such period when each may be in effect in this municipality.
No alcoholic beverages shall be sold, served or delivered nor shall any licensee suffer or permit the sale, service or delivery of any alcoholic beverage, directly or indirectly, to any mental defective, habitual drunkard or intoxicated person or to persons known to have been twice convicted of being drunken and disorderly nor permit the same to congregate in or about the licensed premises.
It shall be unlawful for any licensee to employ any person for the purpose of dispensing alcoholic beverages or providing entertainment in, upon or about the premises who shall be under the age of 21 years at the time of such employment.
No minors shall be allowed in any room in which any bar is located unless accompanied by at least one parent or one person standing in loco parentis.
No person shall be served in a back room or side room which is not open to the use of the public generally, except that, in hotels, guests may be served in their rooms or in private or public dining rooms.
Any licensee hereunder who solicits from house to house, personally or by telephone, the purchase of alcoholic beverages or who harbors any criminal, gangster, swindler or other person of ill repute upon the licensed premises or who permits fights, brawls or disturbances constituting a public nuisance upon the licensed premises or who conducts or permits lotteries to be conducted or the sale of any ticket or participation right in any lottery other than as provided by law or who engages in or permits bookmaking, gambling or gambling devices on or about the licensed premises shall be guilty of a violation of the provisions of this chapter and shall be punished accordingly.
Any person who shall dispose of or sell any alcoholic beverage within the Township of Monroe without the license required by law or any person who shall knowingly receive a purchase or procure any illicit alcoholic beverages within the township shall be guilty of a violation of this chapter and shall be punishable accordingly; provided, however, that this section shall not apply to any person who has been designated by legal authority to aid in the enforcement of this chapter or of the Alcoholic Beverage Act.[1]

The acceptance of any license issued hereunder on the part of the licensee shall automatically permit any person designated by the Township of Monroe to enter upon and inspect the premises for which licenses are granted hereunder at any time during reasonable hours of the day or night.
All buildings for which said licenses are issued shall have an entrance upon a public thoroughfare of the Township of Monroe.
