Ten miles per hour is hereby established as the maximum speed at which vehicles may proceed within the limits of Cook Park, Village of Colonie, New York.
Traffic flow is hereby established for vehicles within the limits of Cook Park, Village of Colonie, New York, through the Cook Park access road. Vehicles shall enter and exit on said access road.
Every person convicted of a violation of § 158-1 or 158-2 shall be punished by a fine of no more than $50. However, nothing herein shall be construed to amend, ameliorate or contradict any applicable provisions or penalties contained in the Vehicle and Traffic Law of the State of New York except where allowed by law. Applicable penalties herein, where allowed by the Vehicle and Traffic Law of the State of New York, shall apply only to violations occurring within the jurisdiction of the Village of Colonie.

Cook Park shall be open from 6:00 a.m. to 11:00 p.m.
Consumption and possession of alcoholic beverages in Cook Park is prohibited, except that:
A. 
Consumption and possession of lawful alcoholic beverages, such as beer, wine and ale, are permitted within the specifically designated picnic area of Cook Park by persons of legal age but only during the hours posted thereafter, and provided that no such alcoholic beverages are brought into said park in a keg or similar device without a permit. No glass bottles or containers are permitted.
B. 
Alcoholic beverages are permitted in Cook Park as follows:
(1) 
At least five business days prior to the proposed date of park use, any person 21 years of age or older may apply to the Youth and Recreation Director for a permit to possess and consume alcoholic beverages at the Cook Park Pavilion.
(2) 
The application shall contain the following information:
(a) 
The name, age, address, telephone number and place of employment of the applicant. If the applicant is an organization, the name and address of the organization and its officers shall be listed.
(b) 
The purpose of the pavilion use, the date of use, the hours of use, the number of persons in attendance and the location of assembly areas.
(c) 
Such other information or requirements as the Youth and Recreation Director shall deem necessary.
(3) 
Occupancy limits.
(a) 
The maximum number of persons permitted pursuant to the permits are:

(4) 
The pavilion permit is to be prominently displayed during the use of the pavilion area.
(5) 
The fee for the pavilion permit is as set by resolution of the Board of Trustees, from time to time, which fee is nonrefundable.
Any person violating any of the provisions of §§ 158-4 and 158-5 shall be punished by a fine of not more than $250 and/or by imprisonment for not more than 15 days.[1]
