No person, firm or corporation shall leave outside of any building or dwelling, in a place accessible to children, any abandoned, unattended or discarded icebox, refrigerator, freezing unit, chest, or any other container of a similar kind and size, equipped with tight-fitting door or doors or such door-locking or latching devices, unless such door or doors or such door-locking or latching devices, or both, have first been removed therefrom in such a manner that said icebox, refrigerator, freezing unit, chest or container would thereby become so dismantled as to be harmless to children who might otherwise become locked or trapped therein.
Any person, firm or corporation who violates any provision of this chapter shall be guilty of a misdemeanor and subject to a fine of not less than $10 or to imprisonment for a period of not less than one day or more than six months, or both such fine and imprisonment. The imposition of all penalties for any violation of this chapter shall not excuse the violation or permit it to continue. The application of the above penalty or penalties or the prosecution of the violation of the provisions of this chapter shall not be held to prevent the enforced removal of conditions prohibited by this chapter.
This chapter shall take effect 10 days after publication thereof, as provided by law.
