A Borough Planning Commission, to be composed of nine members appointed as provided by law, is hereby created for the Borough of Wilkinsburg. Each of the nine members of the Borough Planning Commission shall perform all of the duties and may exercise all of the powers conferred upon a Planning Commission as set forth in the Pennsylvania Municipalities Planning Code, as amended,[1] or as otherwise provided by law. Council for the Borough of Wilkinsburg may from time to time, by resolution, assign such additional powers, duties and advisory functions to the Planning Commission which are not inconsistent with the Pennsylvania Municipalities Planning Code or other law.[2]

A. 
The seven members of the Planning Commission shall be appointed, or reappointed, as the case may be, by Borough Council so that their terms will be effective and shall commence on January 1, 1989. The initial term for two of the members so appointed shall be for two years and shall expire on December 31, 1990. The initial term of two of the members shall be for three years and shall expire on December 31, 1991. The initial term of two of the members shall be for four years and shall expire on December 31, 1992. After the initial terms, the term of each of the members of the Planning Commission shall be for four years, or until his or her successor is appointed and qualified. The Chairperson of the Planning Commission shall promptly notify Borough Council concerning any vacancies in the Commission, and such vacancy shall be filled for the unexpired term.
B. 
The initial terms for the two members appointed as a result of the adoption of the within Ord. No. 2866 shall be for two years, commencing on January 1, 2011, and expiring on December 31, 2012. After the initial terms, the term of each shall be for four years or until his or her successor is appointed and qualified.

All members shall be residents of the Borough. At least five members shall be citizens who are not officers or employees of the Borough.
