No dwellings, apartments, boardinghouses, hotels or commercial or industrial
buildings shall be constructed in the Town of Bethel, Connecticut, unless
the sewerage facilities in connection with the same have been approved by
the Director of Health of the Town or any qualified inspector appointed by
him. The Director of Health or any inspector approved by him shall approve
any such sewerage facilities that do not constitute a health hazard and meet
the requirements of the Sanitary Code of the State of Connecticut.
The procedure for obtaining a permit for the installation of a sewage
disposal facility is as follows:
A. Application; fees.

(1) The applicant shall obtain an application form from the
office of the Selectmen (in triplicate). He shall completely fill out all
three forms and file same, together with a plot plan, at the office of the
Selectmen. A fee of $15 shall accompany the application.
(2) The fees for subsurface disposal system permits shall
be as follows:
(b) Residential, repair: $25.
(c) Commercial, new or repair: $100.
(3) The fee for an engineered system plan review (new system
only) shall be $10.
(4) The fee for lot testing, two deeps and two percs, (new
and repair) shall be $20.
(5) The fee for subdivision lot testing, per lot, shall be
$15.
B. The plot plan shall clearly show the following items:
(1) The location of the proposed structure relative to adjoining
property lines and streets.
(2) The type of water supply and location of same; also,
the method location of storage facilities (tank, etc.).
(3) The elevation of the highest groundwater.
(4) A description of the proposed disposal system, including
location and size of the septic tank, grade and material of the house sewer
(from house to tank) and location of ground- or surface water drains and bodies
of surface water.
(5) A description and location of the proposed leeching fields,
including length of fields, depth of cover, type of pipe, etc.
(6) The owner of record of the property and the person who
is installing the sewage disposal facility.
The Health Inspector of the Town of Bethel shall inspect the proposed
site and shall report to the Director of Health within 10 days after filing
of the application. The Director of Health shall then take appropriate action
with regard to the application, and, all things being in accord with the provisions
of this chapter, he shall issue a permit.
When the tank and fields are in place but not backfilled, the applicant
shall notify the office of the Selectmen, at which time the Health Inspector
shall personally inspect same within 24 hours. If the installation has been
completed in conformance with the provisions of this chapter, he shall permit
backfilling to proceed. If not, he shall notify the Director of Health, and
the permit shall be immediately revoked.

The owner or agent of any building who shall violate any provision of
this chapter shall be deemed guilty of a misdemeanor punishable by a fine
not to exceed $100 for each and every day that such violation shall continue.
