A. 
Prohibited actions: liquid discharge. No person shall throw or discharge in or upon any street, road, sidewalk or publicly owned parking lot within the Borough any water or other liquids when there is the possibility that such liquid discharge will freeze. Prohibited discharges include, but are not limited to, water from sump pumps.
B. 
Prohibited actions: snow and ice. No person shall throw or place any snow or ice in or upon any street, road, sidewalk or publicly owned parking lot within the Borough. The intent and purpose of this provision is to prohibit persons from throwing, casting, placing or depositing snow and ice which accumulates within private property upon the streets, roads, sidewalks or parking lots of the Borough.
C. 
Violations of this section shall be subject to the general ordinance penalties provided for in § 1-15 of this Code.
A. 
The owner in actual possession or tenants occupying premises and lands abutting or bordering upon sidewalks along the public streets, avenues and highways of the Borough shall remove or caused to be removed from the sidewalk in front of or bordering on their lands all snow and ice for a width of at least two feet along the sidewalks and shall cause all snow and ice to be removed from such sidewalks for openings from such paths to the public street within 12 hours of daylight after the same shall have formed or have fallen thereon.
B. 
If the owner or tenant of any such premises shall fail to remove said snow and ice as provided in Subsection A above, the removal of such snow and ice may be performed by the Borough. The cost of removal from any sidewalk, gutter or public highway by the municipality shall be certified to the Borough Council by the officer in charge thereof. The Council shall examine such certificate and, if found to be correct, shall cause such cost to be charged against such real estate so abutting upon such sidewalk, gutter or public highway, and the amount so charged shall thereupon become a lien and tax upon such real estate and be added to and be part of the taxes next to be levied and assessed thereon, and enforced and collected with interest by the same officers and in the same manner as other taxes.
