The public only will be allowed to address the issue at hand. Only comments, pro or con, will be allowed. Developers will be allowed to explain their firms' plans, then alternating positive or negative comments shall be rotated, when possible.
The Town Board is only allowed to speak at this time, after the action has been moved and seconded. Board members may ask questions of presenters to the issue at this time. A tabling motion, not for discussion or debate, can also be made and voted upon at this time. (See § 50-9.)
Only members of the public sector are allowed to speak at this time and may address any agenda or nonagenda item. Combined time period is three minutes.
The Town Board will adhere to agenda items being discussed. There will be no debate, forum or accusations allowed. Each Board member may express his or her opinion to the issue at hand and not opinion or accusation of other Board members.
Work session or Town Board agenda items will be approved by the Supervisor or any two Board members as items to be discussed at work session or for vote at Town Board meetings. No item will appear on either agenda unless approved and signed by the persons mentioned above. Late agenda items (nonagenda) or emergency items require three votes to bring them to the floor at Town Board meetings.
Any motion to approve, disapprove or table must be duly seconded before any discussion takes place. (See § 50-9.) Each Board member must be recognized by the person chairing the meeting before they are allowed to speak on an issue. Only one Board member will be allowed to speak at a time. No debate or forum will be allowed.
Amendments to the main motion will be voted upon individually. They must also be moved and seconded before discussion of the amendment.
Any main motion or amendments to the main motion failing to get the necessary three votes will be considered dead and not discussed again at the Town Board meeting.
Tabling motions must be moved and seconded; nondebatable or discussed issues require necessary three votes for approval to table. The issue now is a dead issue until the next work session and/or Town Board meeting, if it meets the requirements of § 50-5.
The only minutes to be recorded are the main motion, amendments and/or tabling motions. The members that moved and seconded the motions, roll call and approval or disapproval of the resolutions, any discussion, opinions or conversation will not be recorded within the actual minutes of the meeting.
Minutes of public hearings will be recorded verbatim.
Privilege of the floor will be recorded, including person's name, address and specific issue only and their positive or negative opinion. No presentation or speech will be recorded. The Town Clerk may receive, record and file any and all written speeches.
