A salary and wage account shall be hereby established in the Township. The Township Chief Financial Officer or the Chief Financial Officer's designee shall deposit the necessary funds to meet payroll requirements in an official depository as designated by resolution of the Township committee in an account captioned "Salary and Wage Account of the Township of Wall."
A. 
The Chief Financial Officer shall be designated as the disbursing official to draw checks thereon to pay salaries and wages to all employees and officials of the Township in accordance with salary ordinances applicable thereto and the provisions of this section. In the absence of the Chief Financial Officer, the Township Administrator shall act as the disbursing official and fulfill the functions herein set forth.
B. 
The disbursing official shall cause the checks to be issued to be listed in the certified check register for presentation to the Township Committee, at its regular meetings.
C. 
The disbursing official shall regularly, as provided by law, disburse to the various state and federal agencies such monies as are withheld from employees salary and wage checks.
D. 
The disbursing official shall draw necessary funds from the salary and wage account to meet regular salary and wage requirements of the Township for the next succeeding pay period.
All salaries and wages paid pursuant to the provisions of this section shall be paid biweekly by the disbursing official.

A. 
Pursuant to N.J.S.A. 43:15C-2, the following persons are deemed eligible for and shall participate in the Defined Contribution Retirement Program:
(1) 
Township Administrator;
(2) 
Department heads appointed by the governing body and who report directly to an elected official or the Township Administrator;
(3) 
Municipal Engineer;
(4) 
Municipal Court Judge;
(5) 
Municipal Prosecutor.
B. 
Individuals serving in the following positions are exempt from Defined Contribution Retirement Program membership, pursuant to N.J.S.A. 43:15C-2:
(1) 
Chief Financial Officer;
(2) 
Construction Code Official;
(3) 
Tax Assessor;
(4) 
Registered Municipal Clerk;
(5) 
Plumbing Sub-Code Inspector;
(6) 
Fire Sub-Code Official;
(7) 
Electrical Sub-Code Official;
(8) 
Superintendent of Public Works.
C. 
This article shall be implemented, construed and subject to Chapter 92 of the Laws of 2007 (N.J.S.A. 43:15C-1 et seq.), as amended from time to time, and any regulations or guidance documents from the Local Finance Board or the Division of Pensions and Benefits.
D. 
This article shall be filed with the Director of the Division of Pensions and Benefits of the New Jersey Department of the Treasury.
