A. 
Pursuant to the provisions of §§ 66.0101(2) and 62.08, Wis. Stats., Section 3 of that ordinance adopted by the Common Council on February 17, 1896, in place of and as an amendment to the then existing Charter of the City of Jefferson, be and the same is hereby amended in its entirety to read as follows:
The above territory shall be and hereby is divided into four wards and designated and bounded as follows, to wit:
FIRST WARD: All that part of the City of Jefferson lying West of the Rock River and South of the center line of West Racine Street shall be and constitute that First Ward.
SECOND WARD: The Second Ward shall be bounded as follows:
On the North by the North City Limits, on the West by the West City Limits, on the South by the center line of East Racine Street, and on the East and North by a line beginning at a point where the center line of East Racine Street, thence running North on the center line of Sanborn Avenue to the intersection thereof with the center line of East North Street, thence Westerly along the center line of East North Street to the center line of North Center Avenue, thence Northerly along the center line of North Center Avenue and on a continuation of said center line to the North line of said City.
THIRD WARD. The Third Ward shall be bounded as follows: On the South by the South City Limits; on the East by the East City Limits; on the West by the Rock River, and on the North by a line described as follows: Commencing at the intersection of the East bank of the Rock River and the center line of East Racine Street, thence running Easterly along the said center line of East Racine Street to the intersection thereof with South Sanborn Avenue; thence southerly along the center of South Sanborn Avenue to the intersection thereof with the center line of East Dodge Street, thence Easterly along the center of East Dodge Street to the intersection thereof with the center line of South Dewey Avenue, thence Northerly along the center line of South Dewey Avenue to the intersection thereof with the center line of East Reinel Street, thence Easterly along the center line of East Reinel Street and the extension thereof to the East City Limits.
FOURTH WARD. The Fourth Ward shall be bounded on the North by the North City Limits; on the East by the East City Limits; on the West by the East line of the Second Ward as hereinabove described and on the South by the North line of the Third Ward as hereinabove described, insofar as said North line of said Third Ward lies East of the intersection thereof with the West line of said Fourth Ward.
B. 
This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days a referendum petition shall be filed as provided by § 66.0101, Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.

A. 
Pursuant to § 62.09, Wis. Stats., the City of Jefferson hereby elects to be governed by § 62.09(3)(b)3, Wis. Stats., relating to the manner of choosing of the City Attorney for said City.
B. 
Hereafter, the Attorney for the City of Jefferson shall be appointed by the Common Council.
C. 
Said Attorney shall hold office for a period of one year commencing May 1.
D. 
This ordinance shall not in any way affect the right of any person holding such office to complete his term of office.
E. 
This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days a referendum petition shall be filed as provided by § 66.0101, Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.

A. 
To align the terms for Water and Electric Commissioners with the terms of Aldermen who also serve as members of said Commission, the provisions of § 66.0805(2), Wis. Stats., establishing the provisions governing the appointment and terms of Commissioners shall be inapplicable. The provisions governing such appointments and terms for the City of Jefferson are hereby established as follows:
(1) 
Commissioners shall be appointed by the Mayor, subject to Council confirmation. The terms begin on the first day of May. The terms of citizen representatives shall be four years, with the terms staggered so that not more than one term expires annually. The terms of Aldermanic representatives shall expire annually. The term of Mayor shall coincide with his/her term in office.
B. 
Charter Ordinance No. 17-84 is hereby amended by deleting in Section 3 of said Charter Ordinance the words "commencing July 1."
C. 
This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within said 60 days a referendum petition shall be filed as provided by § 66.0101, Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.

A. 
Charter Ordinance No. 13-77 is hereby repealed.
B. 
There is hereby created the office of City Administrator for the City of Jefferson. The City Administrator is here defined as being responsible for carrying out the directives and policies of the Mayor and Common Council, subject to statutory limits which may apply. It is the intent of this charter ordinance that the City Administrator shall have clear authority to administer the day-to-day operations of the municipal government, subject only to the restrictions noted above.
C. 
The City Administrator shall be appointed by a two-thirds vote of the Common Council from a list of not fewer than three nor more than five candidates, such a list to be presented to the Common Council by the Personnel Committee, after coordination with the Mayor.
D. 
The City Administrator shall hold office for an indefinite term, subject to removal for cause by a three-fourths vote of all the members of the Common Council, pursuant to § 17.12(l)(d), Wis. Stats. The appointment may be terminated by the Administrator upon 90 days' written notice to the Mayor and Common Council prior to such termination.
E. 
In addition to the general duties and responsibilities previously set forth herein, the City Administrator shall:
(1) 
Carry out all directives of the Common Council which require administrative implementation, reporting promptly to the Mayor any difficulties encountered therein.
(2) 
Be responsible for preparation of the annual City budget, in accordance with such guidelines as may be provided by the Common Council and in coordination with all department heads, the Committee on Finance, and the Mayor. This budget shall be submitted to the Common Council for approval on a date set by the Council.
(3) 
Keep informed concerning developments in the field of municipal administration and, from time to time, submit recommendations or suggestions to improve the municipal government.
(4) 
Keep informed concerning current state and federal legislation affecting the City of Jefferson and submit appropriate reports and recommendations to the Common Council.
(5) 
Keep informed concerning the availability of state and federal funds for local programs and assist department heads and the Common Council in procuring such funds.
(6) 
Make recommendations to the Common Council on appointments and promotions of key personnel.
(7) 
Be responsible for the administrative direction and coordination of all professional employees of the City of Jefferson, to include the Director of Public Works, City Clerk-Treasurer, Assessor, Building Inspector, City Attorney, Health Officer, Public Welfare Director, Chief of Police, Fire Chief, Librarian, and Parks, Recreation and Forestry Director.
(8) 
Serve as a personnel officer for the municipal government. As such, he or she shall see that complete and up-to-date personnel records, to include specific job descriptions, for all City employees are kept. He or she shall, in conjunction with department heads, evaluate personnel performances on a regular basis; recommend salary and wage scales for City employees not covered by collective bargaining agreements; develop and enforce high standards of performance by City employees; assure that all City employees have proper working conditions; and work closely with department heads to promptly resolve any personnel problems or grievances.
(9) 
Work closely with all department heads to assure that such personnel and other City employees receive adequate opportunities for training to improve their knowledge and skills and act as the approving authority for all requests by City employees to attend conferences, meetings, training schools, etc., pertaining to their employment.
(10) 
In coordination with the Mayor, set the agenda for all meetings of the Common Council. Nothing herein shall be so construed as to give the City Administrator authority to limit or in any way prevent matters from being considered by the Council.
(11) 
Assist the Mayor as required in the performance of his duties.
(12) 
Meet regularly with the Mayor to keep him currently informed about the activities of the Administrator's office.
(13) 
Keep the Common Council currently informed about the activities of the Administrator's office, either by written report or oral briefings at regular meetings of the Council.
(14) 
Keep informed concerning current developments pertinent to the responsibilities of the City Plan Commission, advise the Mayor and the Common Council on matters before this body, and serve as Secretary of the Plan Commission.
(15) 
Serve as purchasing agent for the City, supervising all purchasing and contracting for supplies and services in conjunction with the Purchasing Committee.
(16) 
Establish procedures to facilitate communications between citizens and the municipal government to assure that complaints, grievances, recommendations, and other matters receive prompt attention by a responsible official and to assure that all such matters are expeditiously resolved.
(17) 
Act as press officer for the City. As such he or she shall be the principal spokesperson on all matters within his or her authority and responsibility and shall assure that the news media are kept fully informed about the operations of the City government.
F. 
Selection of the City Administrator shall be purely on merit and with a view to securing the best available appointee for this office. Due consideration shall be given to training, experience, ability and general qualifications and fitness for performing the duties of the office.
G. 
All officers and employees of the City Hall shall cooperate with and assist the City Administrator so that the municipal government shall function efficiently and harmoniously.
H. 
The City Administrator shall establish residency within the City of Jefferson within six months from the date he commences his or her employment as City Administrator.
I. 
There is hereby created the office of City Clerk-Treasurer. The City Clerk-Treasurer shall carrying out the duties of City Clerk and City Treasurer as they are set forth by statute, by City ordinance, and in accordance with such instructions as may be issued by the Common Council, in addition to such other duties as are assigned herein.
J. 
The City Clerk-Treasurer shall be appointed by a two-thirds vote of the Common Council from a list of not fewer than three nor more than five candidates, such a list to be presented to the Common Council by the Personnel Committee, after coordination with the Mayor.
K. 
The City Clerk-Treasurer shall hold office for an indefinite term, subject to removal for cause by a three-fourths vote of all the members of the Common Council, pursuant to § 17.12(l)(d), Wis. Stats. The appointment may be terminated by the City Clerk-Treasurer upon 90 days' written notice to the Mayor and Common Council prior to such termination.
L. 
In addition to the general duties and responsibilities previously set forth herein, the City Clerk-Treasurer shall:
(1) 
Report regularly to the Common Council on the current fiscal position of the City and the current status of expenditures relative to the City budget and assure that all municipal funds are deposited in interest-bearing accounts whenever possible.
(2) 
Supervise the complete accounting systems of all City departments and ensure that such systems employ the most modern methods possible within financial limitations.
(3) 
Be responsible for the employment, training, direction, and supervision of all clerical and custodial personnel assigned to the municipal government.
(4) 
In coordination with the City Administrator, prepare the agenda for all meetings of the Common Council, together with such supporting data as may be required. Nothing herein shall be so construed as to give the City Clerk-Treasurer authority to limit or in any way prevent matters from being considered by the Council.
(5) 
Attend all meetings of the Common Council, keep detailed minutes of all such meetings, and assure that proper records of all Council meetings are maintained.
(6) 
Provide professional staff support to the City Administrator, City Council, and Council committees.
(7) 
Manage the City Hall Administrative Office.
(8) 
Perform and/or supervise such areas as City recordkeeping; City Council proceedings; elections; collection of taxes; fiscal processing; administrative functions such as personnel and benefit administration; assisting the City Administrator with annual budget preparation and monitoring; permit and license processing; investment monitoring; and City newsletter preparation and distribution.
M. 
The Common Council may appoint one or more Deputy Clerk-Treasurers to whom the City Clerk-Treasurer may delegate any of the foregoing duties and who may act in the absence of the City Clerk-Treasurer.
N. 
This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days after its passage and publication a referendum petition as provided by § 66.0101, Wis. Stats., shall be filed, in which event this ordinance shall not take effect until it shall have been submitted to a referendum of the electors and approved by a majority of the electors voting thereon.
