No tree shall be cut down by any city department or employee or agent thereof on any property owned or controlled by the City of Derby or any board or commission thereof unless the cutting of said tree has been approved by the Board of Aldermen and the tree to be cut has been posted with a sign indicating that the Board of Aldermen has designated said tree for removal. Said sign shall be affixed to said tree not less than 10 days prior to the date of removal.
The Commissioner of Public Works of the City of Derby shall be designated as the Tree Warden of the City of Derby and shall be charged with the enforcement of the provisions of this chapter.
Notwithstanding any of the foregoing provisions, the Commissioner of Public Works shall have the authority to remove in any emergency situation without notice any tree which is causing an immediate threat of serious harm to any person or property.
