There shall be a Department of Buildings and Inspections, the head of which shall be the Construction Official, appointed by the Manager.
In accordance with N.J.S.A. 52:27D-126 and N.J.S.A. 5:23, the Uniform Construction Code and Uniform Construction Code Regulations and under the supervision of the Construction Official, the Department shall:
A. 
Administer the State Uniform Construction Code and all local ordinances and state regulations relating thereto, including but not limited to the issuance of building permits, certificates of occupancy and the like.
B. 
Administer the Borough zoning ordinances and the Municipal Land Use Act, as applicable, for which the Construction Official shall serve as Zoning Officer.
C. 
Supervise and ensure such other inspections as may be required to administer and enforce the provisions of any Borough heating code, housing code, fire alarm and prevention services (except as such services may be provided by the volunteer fire companies) and the Property Maintenance Code.
D. 
Conduct and administer such other inspections and enforcement proceedings as are authorized by the ordinances and laws under his/her administration or as may be allocated and assigned to him/her by the Manager. He/she shall, so far as practicable, consolidate and coordinate all regulatory inspections relating to the construction, maintenance, use and occupancy of buildings and structures, which are not vested in any other department.
In addition to any other officers or employees as may be authorized by the Borough Salary Ordinance, the Construction Official shall supervise the following statutory employees, which may be either employees or inspection services selected by the Manager after consultation with the Construction Official:
A. 
Building Subcode Official.
B. 
Fire Subcode Official.
C. 
Electrical Subcode Official.
D. 
Plumbing Subcode Official.
E. 
Elevator Subcode Official.
F. 
Mechanical Subcode Official (to be appointed upon state authorization).
G. 
Environmental Subcode Official (to be appointed upon state authorization).
