There shall be a Department of Public Works, the head of which shall be the Superintendent. Within the Department there may be divisions as prescribed by this article. Generally, each division shall have a supervisor who shall perform his/her duties under the direction of the Superintendent.
Under the supervision and direction of the Manager, the Superintendent shall:
A. 
Administer the work of the Department.
B. 
Supervise or maintain departmental records and collect and record data for payroll and inventory controls and cost analyses.
C. 
Be responsible for the operation and maintenance of public buildings owned by the Borough.

Within the Department of Public Works there shall be a Division of Fleet Maintenance. The Division, under the direction and supervision of the Superintendent of Public Works, shall:
A. 
Be responsible for the maintenance and repair of Borough vehicles and mechanical equipment excluding specialized vehicles and equipment such as fire trucks, ambulances, and mini-bus. The Division of Fleet Maintenance may, upon request, and with the approval of the Superintendent of Public Works or his designee, assist other departments of the Borough with the repair of specialized vehicles and equipment if the Division of Fleet Maintenance is able to do so taking into consideration expertise required, budgetary constraints, and general workload of the Division.
B. 
Shall keep and maintain all records pertaining to the maintenance and repair of Borough vehicles and equipment and shall also be responsible for the maintenance of records relating to manufacturers’ warranty, work or repairs on Borough vehicles, as applicable.
C. 
Shall provide technical support in the preparation of specifications for the acquisition of vehicles and/or equipment as requested by the Superintendent of Public Works.

Within the Department of Public Works there shall be a Division of Street Services. The Division, under the direction and supervision of the Superintendent, shall:
A. 
Maintain and repair all Borough streets, bridges, culverts and drains.
B. 
Undertake and administer road construction projects and road surfacing and resurfacing projects, which are to be performed by the Department on force account.
C. 
Maintain all Borough streets in a clean and safe condition for travel, free of obstructions and hazards and remove leaves, snow and ice therefrom as required.
D. 
Install, repair and maintain street traffic signs, lines and markers; and where authorized by specific ordinance, install, maintain and repair parking meters.
E. 
Maintain storm sewers and drains in good operating condition.
F. 
Receive applications for and issue street opening permits and administer the ordinances relating to street openings.
Within the Department of Public Works there shall be a Division of Sewer Services. The Division, under the direction and supervision of the Superintendent or his/her designee, shall:
A. 
Operate, maintain and repair the Borough sewerage system and related facilities and its sewage collection system.
B. 
Administer and enforce the Borough's ordinances regulating the use of public and private sewers and the discharge of waters and waste into the public sewerage system.
Within the Department of Public Works there shall be a Division of Water. The Division, under the direction and supervision of the Superintendent, shall:
A. 
Operate, test, maintain and repair the Borough's water supply and distribution system.
B. 
Purchase, sell or exchange water service to, from and with other municipalities in accordance with intermunicipal agreements.
C. 
Install, repair, replace and maintain water meters and provide for the periodic reading of meters.
D. 
Maintain, repair and replace fire hydrants as needed.
E. 
Administer and enforce the Borough's ordinances relating to its public water supply and distribution system.
Within the Department of Public Works there shall be a Division of Shade Trees. The Division, under the direction and supervision of the Superintendent, shall trim, plant, care for and preserve trees in public ways, parks and other public areas.

Within the Department of Public Works there shall be a Division of Electrical Services. The Division, under the direction and supervision of the Superintendent, shall maintain all electrical installations in Borough-owned properties and buildings, including the water pumping stations and sewer plant stations. The division will maintain all traffic lights and controls and will be responsible for the maintenance of any new electrical installations.
Within the Department of Public Works there shall be a Division of Recycling. The Division, under the direction and supervision of the Superintendent, shall maintain all records pertaining to recycling, be responsible for all recycling grant applications and coordinate all activities involving the Borough's recycling program.
