There shall be the position and program in the Fair Lawn Volunteer Fire Department known as the "Junior Firefighter Program." Oversight of the Junior Firefighter Program shall be the responsibility of the Junior Firefighter Advisory Board, which shall be governed by the rules, regulations and guidelines established by the Fair Lawn Board of Fire Commissioners and the Mayor and Council.
A. 
The Junior Firefighter Advisory Board shall be comprised of nine individuals. The Fair Lawn Board of Fire Commissioners shall select a Chairperson, and the Chairperson shall select two qualified firefighters from each fire company in the Borough to be Junior Firefighter Advisors. The term of the Chairperson shall be one year. The term of the Junior Firefighter Advisors from each fire company shall be one year.
B. 
In the event of any vacancy in the position of Chairperson or member of the Junior Firefighter Advisory Board, the vacancy shall be filled in the same manner as the original appointment, except that the term of said replacement shall be for the balance of the term of the vacancy being so filled.

Each junior firefighter shall be selected in the same manner and fashion as a member of the Fire Department, as more particularly set forth in § 13-10A through D. Prior to selection, each proposed junior firefighter must present competent proof as part of his or her application that he or she has recently passed a physical examination from a licensed physician. A copy of the physical examination report shall be maintained pursuant to the rules and regulations of the bylaws promulgated by the Fair Lawn Board of Fire Commissioners.
A. 
Junior firefighters shall be at least 16, but not more than 18, years old and must supply proper proof of age to the Board of Fire Commissioners. Junior firefighters shall be residents of the Borough of Fair Lawn and citizens of the United States of America, or junior firefighters shall be citizens of the United States of America and his/her legal guardian is an active regular member of the Department. Junior firefighters shall be sound in body and in good health, able to read, write and speak the English language well and intelligently, be of good moral character and not have been convicted of any crime. Junior firefighters shall attend and complete with passing grades the junior firefighter course as well as maintain reasonable and acceptable grades in their regular schoolwork.

B. 
Junior firefighters shall be on a period of probation for a minimum of six months, may not hold any firematic office and shall have no voting privileges in the company to which they have been accepted nor to the Fire Department as a whole. Junior firefighters shall have truck house privileges and are eligible to attend training courses and parades.
C. 
Upon attaining his/her 18th birthday, a junior firefighter in good standing shall automatically become a probationary firefighter.
D. 
Each junior firefighter shall be assigned a badge indicating junior membership and numbered one through 10 for each company.
E. 
Members of the Junior Firefighter Program shall assist the Fire Department with nonhazardous fire-fighting duties under the direction of their fire company officers and as established by the Junior Firefighter Advisory Board and the Board of Fire Commissioners and the general rules and regulations of the Borough of Fair Lawn. Junior firefighters shall attend scheduled meetings and drills with their assigned fire companies.
F. 
The hours of duty for junior firefighters will not include participation during the regular school term while school is in session. Junior firefighters shall not be called between 11:00 p.m. and 6:00 a.m. on nights when school is in session, and shall not be called between 12:00 a.m. and 6:00 a.m. on weekends, holidays, or during the summer school recess.
