There is hereby created the position of Director of Economic Development
within the Borough of Fort Lee.
The duties and official title of the Director of Economic Development
shall be consistent with those enumerated by the Department of Personnel of
the State of New Jersey within its code for the position of the "Director
of Economic and Industrial Development." Said duties and title are attached
hereto and incorporated into this section.[1]

In addition to, and apart from, the duties which are enumerated by the
Department of Personnel of the State of New Jersey, the Director of Economic
Development shall report to the Mayor and Council of the Borough of Fort Lee
and shall prepare periodic reports regarding the progress of soliciting and
attracting new businesses to locate within the borough.
From time to time, at the request and direction of the Mayor and Council,
the Director of Economic Development shall prepare such other related reports
as they may require.
By January 10 of each calendar year, the Director of Economic Development
shall present an annual report to the Mayor and Council addressing the state
of general business conditions within the borough and compare these findings
to the rest of the county and the state.
The Director of Economic Development shall, from time to time, make
recommendations to the Mayor and Council regarding improvements, programs
and projects which could enhance the borough's ability to attract new businesses
to locate within the Borough of Fort Lee.
The Director of Economic Development shall be appointed in a manner
consistent with the rules and regulations governing such appointments by the
Department of Personnel of the State of New Jersey.
The Director of Economic Development shall meet the qualifications and
requirements for the position as those promulgated by the Department of Personnel
of the State of New Jersey for this position, and appended hereto.
DUTIES OF THE DIRECTOR OF ECONOMIC
AND INDUSTRIAL DEVELOPMENT

The duties of the Director of Economic and Industrial Development shall
include, but not be limited to:

Plan, organize and direct a program designed to enhance the economic
and industrial development of the jurisdiction.
|
b.
|
Coordinate federal aid programs relating to the economic growth of the
jurisdiction.
|
c.
|
Conduct and analyze economic, real estate and industrial surveys.
|
d.
|
Analyze and evaluate business trends, legislation and developments affecting
industry.
|
e.
|
Maintain records of and provide information on labor availability, transportation
facilities, housing, hospitals, educational facilities, tax structure of the
municipality, zoning requirements and so forth.

f.
|
Attend and participate in conferences and meetings concerned with the
industrial development of the jurisdiction.
|
g.
|
Handle mail promotions directed to industrial firms in an effort to
attract new ratables to the jurisdiction.
|
h.
|
Maintain up-to-date files on available sites, their specifications and
pertinent information on existing available structures.

i.
|
Steer prospective clients to various public and private agencies for
receiving financial assistance, manpower training and so forth, and assist
clients with processing necessary paperwork.

|
Promulgate statistical and research data for the enhancement of industrial
development.
|
k.
|
Represent the jurisdiction's position on industrial development matters
at various federal and state hearings.

|
Maintain close liaison with agencies and persons interested in industrial
and business development.

m.
|
Prepare budgetary recommendations for the Department.
|
n.
|
Prepare correspondence and clear, sound, accurate and informative reports
containing findings, conclusions and recommendations.

o.
|
Be required to learn to utilize the various types of electric and/or
manual recording and information systems used by the agency, office or related
units.

There is hereby created the Fort Economic Advisory Council, the purpose
of which shall be the investigation, study, advice and recommendation to the
Mayor and Council, from time to time, of programs, activities, events, projects
and the like, designed to enhance and improve the business and commercial
components of the Fort Lee community.
The business of the Council shall be managed by its members. There shall
be nine members, appointed as follows:

Seven members to be designated by the Mayor and Council
of the Borough of Fort Lee in the following manner:

One member shall be designated by the Mayor for a term
commensurate with the term of the Mayor.
C.
Six members shall be nominated by the Mayor subject to
a majority vote of the Borough Council. The members so designated shall serve
for a first term of three years (two members); two years (two members); and
one year (two members). Thereafter, at each reorganization meeting of the
Mayor and Council, or as soon thereafter as practical, the officials being
sworn into office at that time shall designate the members to serve during
their three-year terms. It is the intention hereof to create staggered three-year
terms for these six members.
D.
The initial members of the Council shall be designated
and nominated by the Mayor within 30 days of adoption of this article.
E.
One member shall be designated annually by the Chamber
of Commerce and shall serve for a term of one year.
F.
One member shall be the Chairman of the Planning Board
and shall serve for a term corresponding to his/her term as Chairman.
Any vacancy in the membership shall be filled in the same manner as
the original appointment. A vacancy in the membership shall be filled as set
forth above for the remainder of the unexpired term only.
The membership shall elect a Chairperson and other officers at its annual
meeting.
No member may be removed with or without cause except by a majority
vote of the Mayor and Council.
The annual meeting of members shall be held at 8:00 p.m. on the third
Tuesday of January at the Fort Lee Municipal Building, 309 Main Street, Fort
Lee, New Jersey, or at such other time and place as shall be specified in
the notice of meeting, in order to elect officers and transact such other
business as shall come before the meeting. If that date is a legal holiday,
the meeting shall be held at the same hour on the next succeeding business
day. The annual meeting shall not, however, be held prior to designation of
members by the Mayor and Council, it being the intention hereof that newly
designated members shall participate in the election of officers for the year.
The membership may hold meetings when they are called on no fewer than
three days' notice by the Chairperson or at the written request of any four
members. Such notice shall be in writing and shall set forth the time, place
and purposes of such meeting.
The membership shall hold its meetings at the Fort Lee Municipal Building,
309 Main Street, Fort Lee, New Jersey.
The members shall manage the business of the Council, and subject to
any restrictions imposed by applicable law, the members may exercise all the
powers conferred upon them.
A majority of the members constitutes a quorum. A vote of the majority
of the quorum constitutes action by such. Members may not vote by proxy.
