For all new buildings or uses or additions to existing buildings or uses in all zoned districts, there shall be provided a number of parking spaces required by the specific use as prescribed in the following schedule:

B. 
Off-street parking for combination of uses. The parking requirement for each use shall be computed separately, and then such requirements shall be added together to compute the total number of required parking spaces. In all questionable or doubtful cases or for uses not enumerated, the Land Use Board shall determine the required number of spaces, utilizing as a standard the requirements for the uses which are specifically enumerated.
C. 
If it can be clearly demonstrated that because of the peculiar nature of any use, all the required parking is not necessary, the Land Use Board may permit a reduction in the amount of parking area; provided, however, that the entire required parking area shall be shown on the site plans so that it will be available in the event future conditions shall so require.
D. 
Shared parking. Nothing in the above requirements or in this subsection shall be construed to prevent the employment of shared parking, which may be implemented in one of two manners:

(1) 
On-site shared parking. For parcels containing a mixed-use building(s), on-site shared parking may be implemented.
(a) 
A 50% shared parking allowance shall be permitted for combining weekday uses with evening/weekend uses in the same building. Office and retail uses are weekday uses, while residential and restaurant uses are evening/weekend uses.
(b) 
Up to 50% of the parking requirement of the evening/weekend use of the building may be met through parking already provided for the weekday use. For example, a building contains retail space that requires 20 parking spaces and residential units that require eight parking spaces. The residential parking is permitted to be reduced by 50% or four parking spaces. Therefore, the development would only be required to construct 24 parking spaces instead of 28.

A. 
In all zones, except for the Village Business Zone, for every use or building requiring receipt or distribution in vehicles of materials or merchandise, there shall be maintained on the same premises with such building or use at least one off-street loading space.
B. 
Within the Village Business Zone, the Planning Board shall make a determination if a loading zone is needed for the proposed use. This decision shall be based on testimony from the applicant regarding the proposed use, frequency of deliveries, and types of delivery vehicles.
C. 
Each loading space shall be at least 14 feet in width, 60 feet in length and have a sixteen-foot clearance above grade.
D. 
Such space shall be located in the side or rear yard only, but in no case in a side yard adjoining a street.
A. 
Access. There shall be adequate provision for ingress and egress to all parking spaces. The width of access drives or driveways shall be determined as part of site plan review, depending on use, topography and similar consideration. They shall meet the requirements of this article.
B. 
Site of aisles. The width of all aisles providing direct access to individual stalls shall be in accordance with the requirements set forth below. Only one-way traffic shall be permitted in aisles serving single-row parking spaces, placed at an angle other than 90°.

C. 
General location. No off-street parking or loading area shall be located in a minimum required front yard. All parking shall be located in bays generally perpendicular to driveways or roads. Off-street parking within the MF Multifamily Housing Zone and MXD Mixed-use Development Overlay Zone shall be a minimum of 10 feet away from any property line.

D. 
Location in different zones. No access drive, driveway or other means of ingress and egress shall be located in any residential zone to provide access to uses other than those permitted in such residential zone.
E. 
Sidewalks and curbing. Sidewalks between parking areas and principal structures, along aisles and driveways and wherever pedestrian traffic shall occur shall be provided with a minimum width of four feet of passable area and shall be raised six inches or more above the parking area, except when crossing streets or driveways. Guardrails and wheelstops permanently anchored to the ground shall be provided in appropriate locations. A parked vehicle shall not overhang or extend over sidewalk areas unless an additional sidewalk width of 2 1/2 feet is provided to accommodate such overhang.
F. 
Handicapped parking. Parking spaces for the physically handicapped shall be constructed in accordance with the following guidelines:

(1) 
Handicapped parking is required for all buildings with public parking areas for 20 or more vehicles. The Land Use Board may, in connection with its review of an application for development of a property with parking for fewer than 20 vehicles, require a handicapped parking space if warranted by particular circumstances.
(2) 
Designated parking spaces for handicapped persons shall be required as follows:

Any existing building or buildings which have total public parking for 20 or more vehicles and do not have handicapped parking spaces provided are not subject to this chapter until such time as the owners or proprietors or agents of said property seek plan approval and/or variance relief from the Land Use Board.
(4) 
Handicapped parking spaces will be located in parking areas most accessible and approximate to the entrance to the building which the facility serves. The determination of said locations shall be made by the Construction Official or Public Works Administrator, in conjunction and consultation with the owner or as directed by the Land Use Board.
(5) 
Each handicapped parking space or group of spaces shall be identified in accordance with specifications in the Manual on Uniform Traffic Control Devices, which sign shall also state the penalties which may be imposed for violations thereof.
(6) 
Each space shall be 12 feet wide (or as required by statute) and on a level surface.
(7) 
All signs and pavement markers shall be maintained in good and proper condition by the property owner and must remain clearly visible at all times. Failure to comply will result in penalties as provided in § 220-85.

A. 
Parking areas shall be suitably landscaped to minimize noise, glare and other nuisance characteristics as well as to enhance the environment and ecology of the site and surrounding area. A large parking lot shall be broken down into sections of not more than 100 spaces, separated from other sections by landscaping berms and similar elements. Said parking areas shall have suitable drainage facilities as required by the Township Engineer.
B. 
Off-tract drainage facilities and structures requiring enlargement, modification or reconstruction due in part or totally as the result of the proposed development shall be subject to off-tract improvement requirements and standards established by Township ordinances.
C. 
Parking areas in the MF Multifamily Housing Zone and the MXD Mixed-Use Development Overlay Zone shall provide one landscape area for every 20 off-street parking spaces. The landscape area shall be a minimum of 160 square feet. At least half of the landscape areas shall contain a shade tree. The remaining landscape area may contain shrubs. Shade trees shall be a minimum three-inch caliper and shrubs shall be a minimum 24 inches high at installation.

A. 
All nonresidential and nonfarm parking areas shall be lighted to provide a minimum of three footcandles at intersections and a total average of illumination of 1 1/2 footcandles throughout the parking area. Such lighting shall be shielded in such a manner as not to create a hazard or nuisance to the adjoining properties or the traveling public.
B. 
Lighting within the MF Multifamily Housing Zone and the MXD Mixed-Use Development Overlay Zone shall comply with the following standards:
(1) 
Low-pressure sodium or mercury vapor lighting is prohibited.
(2) 
Parking lot lighting shall be no more than 20 feet in height.
(3) 
A minimum of 1/2 footcandle shall be maintained within the parking lot and over all pedestrian walkways.
Parking stalls, driveways and aisles shall be clearly marked and delineated. The Land Use Board may require that certain areas be maintained for fire-fighting or other emergency vehicles, and such areas shall be appropriately designated.
