There shall be established and maintained in and for the City of Garfield a Free Public Library.
The control, management and regulation of said Free Public Library shall be vested in a Board of Directors, to be known as the "Board of Library Directors of the Free Public Library of the City of Garfield, New Jersey."
A. 
Said Board of Directors shall consist of nine members, who shall be appointed by the Mayor with the approval of the City Council and shall hold office for a term of three years; provided, however, that the Board of Directors appointed first after the passage of this Article shall hold office as follows:
(1) 
Three for a term of one year.
(2) 
Three for a term of two years.
(3) 
Three for a term of three years.
B. 
No Director shall, as such, receive any compensation.
Said Directors shall immediately after appointment meet and organize by the election from their body of a President and a Secretary. They shall make and adopt such bylaws, rules and regulations for their guidance and for the government of the library as may be expedient.
Said Board of Directors shall have power to receive and accept any gift or donation of money, personal property or real estate made by any person or persons for the benefit of the library, but the title to such property shall be vested in the City of Garfield, and such property shall be used or be held by the Board of Directors for the purposes of the library.
