Any owner of land within or partly within Gibbsboro Borough shall, prior to subdividing or resubdividing such land, submit plats of the proposed subdivision for approval by the approving authority before the subdivision may be recorded in the office of the Register of Deeds of Camden County, New Jersey. Approval of final plans by the approving authority shall constitute an acceptance of proposed dedications of land for streets, parks and other public use or purpose. However, such approval shall not constitute an acceptance of physical improvements on such dedicated land and shall not impose upon the Borough any obligation of maintenance or of jurisdiction over such improvements. Such obligations shall be undertaken only after the Council shall have accepted the improvements by official act according to law.

A. 
Application fee. A nonrefundable fee for subdivision submissions or substantial amendments thereto shall be required for each application for subdivision made to the appropriate board in accordance with the schedule for application fees established in Chapter 160, Fees.
B. 
Escrow required. An applicant filing an application for subdivision shall be responsible for all reasonable costs related to the review of plans and documents by professional personnel for technical and policy concerns, including but not limited to engineering, legal and planning review. An escrow account shall be established by the Borough for each application made to the appropriate board for subdivision review in accordance with the schedule established in Chapter 160, Fees. Additional escrow may be required for the inspection of any improvements required by an approval. Additional escrow shall be required and administered in accordance with the schedule established in Chapter 160, Fees.

Upon completion of the erection of any structure in a subdivision approved under the terms of this chapter, but prior to the use or occupancy of such structure, the owner of the structure or the developer shall, prior to obtaining a certificate of occupancy from the Zoning Officer pursuant to Chapter 400, Zoning, obtain certification from the Borough Engineer that the subdivision, if major, has been completed in accordance with the approved plans. Prior to the issuance of the certificate of occupancy mentioned above, the Zoning Officer shall also receive a certificate from the Building Subcode Official and Plumbing Subcode Official that the appurtenances of the subdivision conform to the Borough's regulations and ordinances over which they have administrative control. No person shall use or occupy any dwelling located in a subdivision approved under the terms of this chapter unless and until a certificate of conformity shall have been duly issued as required by this chapter.
