A. 
Anything in this article or in law to the contrary notwithstanding, the County shall have full power and authority to open, close, plan, construct, maintain, repair, improve, protect, preserve, alter, relocate, straighten, widen, rebuild, and in general control all bridges, highways, roads, (whether or not taken over as county roads) sidewalks, alleys, stormwater drains, watercourses, landings, culverts and ferries and such other facilities, appurtenances, or adjuncts as may be deemed necessary or advisable in conjunction with the establishment and continuance of an efficient county road, bridge, sidewalk, and stormwater drainage system.
B. 
The County shall have the right to acquire property by condemnation, which shall be exercised in accordance with the provisions of the Annotated Code of Maryland, Real Property Article, Title 12, § 12-101 et seq., and any amendments thereto.
C. 
To the extent allowed by applicable law, the Director of Public Works is authorized to install and maintain traffic control devices.
