There is hereby created and established an Advisory Commission on Economic
Development for the City of Hackensack. The membership of the Commission shall
consist of nine persons who are residents of the City or members of the business
community in Hackensack. Additionally, representatives of the following entities
shall be permitted to serve as ex officio members of the Board:
A. The Office of the Bergen County Executive.
B. A public utility providing services to the residents
of Hackensack.
C. The Hackensack Chamber of Commerce.
D. A member of the City Council of the City of Hackensack (appointed
by majority vote of the Council).

E. The City Manager of the City of Hackensack.

With the exception of ex officio members who shall be designated on
an annual basis, the Board members first appointed shall be appointed for
the following terms: three members for three years, three members for two
years, and three members for one year. Following the initial appointments,
all appointments shall be for three years, and vacancies shall be filled for
the unexpired term only. The members shall receive no compensation for their
services. With the exception of the Board members first appointed, the terms
of office of each appointee shall commence on the first day of January and
shall expire on the 31st day of December of the appropriate year. The Board
members first appointed as aforesaid shall also serve from the date of their
respective appointments through and including December 31, 1996, at which
time the term of years of their full appointments shall be deemed to commence.

All appointments to the Board, both regular members and ex officio members,
shall be made by the Mayor and Council. With the exception of the Chairperson,
who shall be designated annually by the Mayor and Council, the Board shall
choose its own officers, make its own rules and regulations for the discharge
of its duties and for the proper exercise of the powers conferred upon it
by the Mayor and Council and keep a record of its proceedings. The Board shall
meet at least quarterly, but as frequently as may be provided for in its rules
and regulations and as circumstances may require.
The duties of the Advisory Commission on Economic Development shall
be to:
A. Research, study and evaluate the economic development
of the City of Hackensack on an ongoing basis, with particular attention to
the development and redevelopment of areas within the city which may be appropriate
for such consideration.
B. Make recommendations to the Mayor and Council for the
development of such areas and the zoning of such areas for residential or
commercial purposes.
C. Prepare such advisory reports and perform such other
duties as may from time to time be requested by the Mayor and Council concerning
the feasibility of certain proposed projects.
D. Make recommendations to the Planning Board or the Board
of Adjustment that may be requested concerning applications for development
presented therein.
In the event that any member of the Board shall miss three consecutive
meetings, the Board shall report such absences to the Mayor and Council. If
the Mayor and Council, after due inquiry, are satisfied that the absences
were not occasioned by reasonable cause, the Board member may be removed by
resolution of the Mayor and Council.
In furtherance of its duties, the Commission shall have the power, upon
the receipt of prior City Council approval, to engage the services of such
professional advisors as may be necessary and appropriate.
