The several public parking lots established and maintained by the City of Hackensack for the off-street parking of vehicles, and the on-street parking facilities and the parking meters maintained in connection therewith, shall henceforth be conducted and operated by the City of Hackensack as a single publicly owned or operated utility or enterprise and shall be called a "public parking system," and all moneys derived from the operation of such utility or enterprise shall be segregated by the city and kept in a separate fund which shall be known as the "Public Parking System Fund," and, except as otherwise provided by statute, shall be applied only to the payment of the operating and upkeep costs and the interest and debt redemption charges upon the indebtedness incurred in and about the creation of such public parking utility or enterprise, but the inclusion of the on-street parking area or facility shall not constitute construction, improvement, policing, regulation or maintenance costs or indebtedness of streets as costs or indebtedness incurred for or with respect to such public parking system.
