No person shall injure, deface, obliterate,
remove, take down or disturb or in any other manner interfere with
any signboard containing the name of any street or public place, or
any bulletin board, sign or notice erected, posted or placed and bearing
the name of the City of Hackensack or any department or officer thereof.

A. It is unlawful for any firm, association or corporation, except for
governmental authorities in the discharge of a governmental function
or pursuant to a license issued by the City, to erect, place, or maintain
within the dedicated right-of-way of any public road or on any City-owned
or -controlled property any placard, sign, banner, advertising material,
or printed or written material of any kind, except as expressly authorized
by law. Signs or other material erected, placed or maintained in violation
of this section are declared to be public nuisances, and they may
be removed by the City without notice to the owner, or the owner may
be directed to remove the sign or other material.
B. It shall be unlawful for any person, firm, association or corporation
to nail, staple, tie, paste or in any way attach any placard, sign,
banner, advertising material, or printed or written material of any
kind, or to permit others to do so in his or its behalf, upon any
utility poles owned by the City, any light standards, trees or refuse
receptacles erected or located on any of the streets, sidewalks or
public grounds of the City. Signs or other material erected, placed
or maintained in violation of this section are declared to be public
nuisances, and they may be removed by the City without notice to the
owner, or the owner may be directed to remove the sign or other material.
C. For purposes of this section, the term "right-of-way" means the surface
of, and the space above or below, any public street, road, place,
public way or place, sidewalk, alley, boulevard, parkway, drive, and
the like, held by the City as an easement or in fee simple ownership.
It is expressly intended to encompass the space between the building-side
edge of a sidewalk and the curb of any adjacent street.
D. Nothing in this section is intended to limit or restrict signs on private property, which are regulated pursuant to §
175-13.4, Signage, of the Code of the City of Hackensack. This section shall be enforced neutrally and in an evenhanded manner by any enforcing agent of the City and without regard to the content of the message contained on the sign or other material, whether commercial or noncommercial in nature.
No person shall sweep any refuse or waste material
from sidewalks, vehicles or any other source into the gutters of the
streets hereinafter listed during the hours from 6:00 a.m. to 6:00
p.m., prevailing time:

No person shall interfere with any employee
of the Sanitation Department engaged in the sweeping or cleaning of
any street or in the removal of garbage, ashes, snow, ice or other
refuse material.
No person shall remove, displace, break or change
any sign or light or signal set up or placed in any street or public
place as a warning of danger or indicating an excavation or obstruction
or showing that any street or public place is closed for traffic;
and no person shall between the hours of sunset and sunrise, extinguish
any light used for any of the purposes aforesaid.
No person shall coast upon any street unless
such street or portion thereof used for such coasting shall be closed
to vehicular traffic.
No person shall place or erect any electric
light, telegraph, telephone or other pole in or upon any street or
public place unless authority so to do has been specifically granted
by resolution of the City Council. No such pole shall be placed or
erected in any street or public place unless the same shall be straight
and neat in appearance. Every such pole shall be kept well painted
and no sign shall be run or strung upon any pole at a distance less
than 25 feet from the ground.
No obstruction of any kind shall be placed upon
any street or public place within 10 feet of any fire hydrant, and
the space around all such hydrants shall at all times within the limit
aforesaid be kept open and unobstructed.
No lime, cement, mortar, concrete or other similar
material shall be mixed directly upon any paved surface of any street
or public place; a watertight box shall be employed for the mixing
of any wetted material over any paved surface.
The operator of any cart, wagon or vehicle parked
or standing in any street or public place in such a manner that it
obstructs the progress or work of street improvement or of snow removal
or in such a manner that it impedes the flow of traffic passing such
work, material or equipment shall, upon verbal notice given by any
police officer or other city representative, immediately move such
wagon, cart or vehicle to a location separate from and clear of such
work, material or equipment.
No person shall propel by hand or any other
means any handcart along any sidewalk.
