Pursuant to N.J.S.A. 26:1A-38 to 26:1A-41, there
is hereby created in and for the Township of Hillsborough, the position
of Municipal Health Officer.
The Municipal Health Officer shall, as a condition
of eligibility for appointment and for continuation in office possess
the following credentials:
A. Have a master's degree in a health related field.
B. Have three years' experience as a sanitarian working
under the direct supervision of a full time Municipal Health Officer.
C. Possess a New Jersey Health Officer's license issued
by the State of New Jersey, Department of Health, pursuant to N.J.S.A.
26:1A-38 to 26:1A-41.
The duties of the Municipal Health Officer shall
consist of the following:
A. Perform all duties and responsibilities delineated
in the Local Health Services Act.
B. Be the recycling coordinator for the municipality
and perform all the duties and responsibilities of that office.
C. Have the ultimate responsibility for the Department
of Social Services.
D. Have the ultimate responsibility for municipal recreation.
E. Undertake the following duties and responsibilities:
(1) Manage, direct and control all Township and neighboring
communities' public health activities.
(2) Direct the research, development and implementation
of departmental policies and programs.
(3) Develop and administer public health service contracts
with other communities.
(4) Assure compliance with applicable federal, state and
local health laws and ordinances.
(5) Meet and confer with citizens, groups and members
of the local medical community on public health matters.
(6) Confer with other department directors to coordinate
the planning and implementation of health related programs.
(7) Prepare the department's budget and monitor expenditures.
(8) Evaluate employee performance.
(9) Perform related tasks as required.
F. Undertake such other duties and responsibilities as
may hereinafter be set forth by the New Jersey State Department of
Health and/or other state agencies, as well as carry out directives
from the municipal governing body and Township Administrator.
The Municipal Health Officer shall receive such
compensation as is limited by the Salary Ordinance and set by resolution, as both may be amended from time
to time.
The Municipal Health Officer shall be appointed
by the Township Committee. The term of office of the Municipal Health
Officer shall be three years, unless otherwise tenured.
The Township Committee may remove the Municipal Health Officer pursuant to the provisions of Chapter
89 of the Municipal Code entitled "Personnel Policies" and in accordance with New Jersey law.
