A. 
All persons within the limits of the Township of Hillsborough in the County of Somerset, owning, harboring or having charge of any dog, shall keep the same securely confined and shall not allow the same to run at large, except as hereinafter provided, on any private property or public lands within the Township of Hillsborough aforesaid or on any public highways or roads within said Township.
B. 
Every owner, or caretaker, is responsible for removing the droppings left by his or her dog on public land within the Township, on private property of others or on any public highways or roads within the Township.
A. 
This article shall not apply to or prevent the use of hunting dogs when used for hunting purposes in the custody of a person possessing a lawful hunting license during the time of lawful hunting season upon public lands or upon private property which has not been lawfully posted to prohibit hunting thereon, or upon private property which has been so posted when the consent so to hunt has first been obtained from the owner of such posted land.
B. 
This article shall not apply to or prohibit the training of hunting dogs or the testing of hunting dogs in field trials when in the custody of the owner or trainer of the dog or dogs so being trained or tested and when upon private property with the permission of the owner thereof.
C. 
This article shall not apply to or prevent the running at large of dogs upon the property of the person owning, harboring or having charge of any dog if, and only if, such dog or dogs shall have been inoculated against rabies by an inoculation which is current and has been performed under the approval of the Board of Health of the Township of Hillsborough.[1]

This article is designed for the preservation of public health and for the safety and welfare of the Township of Hillsborough aforesaid and its inhabitants.
This article shall not be construed to exempt any persons owning, harboring or in charge of any dog, whether or not such dog is inoculated against rabies, from the force and effect of any notice promulgated by the Board of Health of Hillsborough Township requiring the confinement of dogs.
Any person violating the provisions of this article shall, upon conviction thereof, be deemed guilty of a Class B violation, punishable as provided in Chapter 1, General Provisions, Article II.
