The following terms used in this article shall
have the following meanings:
ROLLER SKATES or ROLLER BLADES
A pair of devices normally worn on the feet with a set of
wheels attached regardless of the number or placement of those wheels
and used to glide or propel the user over the ground.
SKATEBOARDS
A device made of material designed primarily to be stood
upon, with a set of wheels attached, regardless of the number or placement
of those wheels and used to glide or propel the user over the ground.
It includes skateboards that are motorized. It also includes skateboards,
or similar devices, with a handle commonly referred to as "scooters"
or "razor boards."
SKATE PARK
The Township owned skate park in Ann Van Middlesworth Park
and any subsequent skate parks erected or acquired or areas designated
by the Township for skateboarding and/or roller-blading.
The designated park shall be Ann Van Middlesworth
Park, Lot 1.01, Block 175.06, nearest street: Pleasantview Road.
The Township of Hillsborough has filed a written
consent with the New Jersey Department of Transportation that the
provisions of Subtitle 1 of Title 39 of the Revised Statutes of New
Jersey be made applicable to the semipublic roads, streets, driveways
and parking lots at the Ann Van Middlesworth Park located in the Township
of Hillsborough, County of Somerset, and the following regulations
shall be enforceable:
A. All vehicles must park only in designated areas and
between the lines provided.
B. Handicapped parking. All stalls shall be 12 feet wide
as shown on the attached site plan and signed with R7-8 ("Reserved
Parking" sign and penalty plate) in the designated parking areas for
persons who have been issued the handicapped parking permits by the
Division of Motor Vehicles.
C. Speed limits.

The speed limits for both directions of traffic
in the parking lots shall be 15 miles per hour.

Regulatory and warning signs shall be erected
and maintained to effect the above-designated speed limits authorized
by the Department of Transportation.
D. Restricted parking. No person shall stop or stand
a vehicle anytime upon any of the following described streets or parts
of streets:

E. Tow-away zone. Any vehicle parked or standing as to
obstruct or impede a normal flow of traffic, block entrances or exitways,
loading zones, oil fills, any grass area or pedestrian walkways or
present in any way a safety or traffic hazard may be removed by towing
the vehicle at the owner's or operator's expense.
F. All signs, posts, bolts or other necessary materials
shall be installed and paid for by the applicant. Work shall be checked
by the Police Department to ensure that installations meet state and
federal specifications, and all signing shall conform to the current
Manual on Uniform Traffic Control Devices.
Notwithstanding any other action which a law
enforcement officer is authorized to take, upon probable cause to
believe a minor has violated this article, the officer shall cause
the minor's parent, guardian or other adult in the minor's household
to be notified of the situation. If circumstances warrant, the officer
shall request that the parents, guardian or other adult respond to
headquarters to take custody of the minor.
Unless another penalty is expressly provided
for by New Jersey Statute, any person, except juveniles, who shall
be handled in accordance with the applicable juvenile laws and procedures,
violating the provisions of this article shall upon conviction be
punished by:
A. A fine not to exceed $100; and/or
B. Imprisonment for a term not exceeding 15 days; and/or
C. A sentence of community service of not more than 30
days; and/or
D. Removal from the park for a period of time not to
exceed 30 days; and/or,
E. Court-ordered restitution for damages to public and/or
private property.
