Township of Hillsborough, NJ Hillsborough High School

The Hillsborough Township Board of Education has filed a written consent with the Township of Hillsborough that various traffic regulations be made applicable to the semipublic roads, streets, driveways and parking lots of the Hillsborough High School located in the Township of Hillsborough, County of Somerset, and the following regulations shall be enforceable:

General parking.

(1)

All vehicles must park in designated areas and between the lines provided.

(2)

No person shall stop or stand a vehicle upon any of the streets or parts of streets described below:

Handicapped parking. All stalls shall be 12 feet wide, as shown on the attached site plan, and signed with R7-8 and R7-8P ("Reserved Parking" sign and penalty plate) in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.

(4)

Permit parking. No vehicle, other than a vehicle issued a parking permit by the Hillsborough High School Administration, shall park upon the grounds of the High School Complex, Monday through Friday, 7:00 a.m. to 3:00 p.m. while school is in session, except where other regulations have been provided for.

(a)

The designation of permit parking lots are established as indicated on the site plan and signs identifying the same shall be installed, as indicated in the site plan.

(b)

School staff, students and visitors shall park in their assigned parking lots only.

(c)

Parking permits are assigned to individual persons and are not permitted for use by others.

(d)

When parked in the complex, the hangtag parking permit must be displayed from the rear view mirror only, to be visible from the outside at all times.

(e)

Vehicles in violation of this section are subject to a summons and may be towed at the owners' expense.

Reserved parking. All vehicles that are granted specialty parking in this section, such as police vehicles, ambulances, etc., must be properly identified and the reserved parking spaces must be shown on the attached site plan.

Through streets and stop intersections.

(1)

Through streets. The following streets or parts of streets are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street except where yield signs are provided for the designation.

Speed limits.

(1)

The speed limit for both directions of traffic in the parking lot(s) shall be 15 miles per hour.

(2)

(3)

Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits authorized by the Department of Transportation.

Tow-away zones. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grassy area, pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owners' expense.

Turn prohibitions. No person shall make a turn at any location listed and only in the manner described.

Loading zone. The location described is hereby designated as a loading zone. No person shall park a vehicle in said location during the times indicated other than for the loading or unloading of goods and materials.

Lane use reservation. The lane locations described are designated as lane use reservations and traffic shall move as indicated:

Vehicles prohibited. No vehicles shall enter upon Main Drive from Raider Boulevard, Monday through Friday, between 7:00 a.m. and 8:00 a.m. during the school year.

That all signs, posts, or other necessary materials be installed and paid for by the applicant. All signing shall conform to the current manual on Uniform Traffic Control Devices, pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27.

Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of this article or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
