[Adopted 11-5-1979 as §§ 14-1 and 14-9 to 14-17 of
the 1979 Revised General Ordinances]
As used in this article, the following terms shall have the meanings
indicated:
SOLID WASTE
Garbage, refuse and other discarded materials resulting from industrial,
commercial and agricultural operations and from domestic and community activities
and shall include all other waste materials including liquids disposed of
incident thereto, except it shall not include solid animal and vegetable wastes
collected by swine producers licensed by the State Department of Agriculture
to collect, prepare and feed such wastes to swine on their own farms.
SOLID WASTE COLLECTION
The activity related to pickup and transportation of solid waste
from its source or location to a disposal site.
Every solid waste collector shall provide satisfactory evidence of an
approved place for the disposal of solid wastes outside the territorial limits
of the Township.
All solid wastes collected or received by a collector which shall spill
or fall while being carried or conveyed to a truck or other collection vehicle
or container, or while being loaded in, or transported by, any such truck,
vehicle or other container, shall be immediately removed and broom-cleaned
so as to leave the premises or street in a clean condition.
A collector shall be entitled to charge, receive and collect from a
person to whom he shall furnish collection service such rates as shall from
time to time be approved by the Council by resolution.
All collectors shall comply with state laws, state regulations, ordinances
of the Township and the rules, regulations and orders of the Division of Health.
Unless another penalty is expressly provided herein, any person who
violates any provision of this chapter shall, upon conviction thereof, be
punished by a fine of not less than $50 nor more than $1,000, or by imprisonment
for a term not exceeding 90 days, or both. A separate offense shall be deemed
committed on each day during or on which a violation occurs or continues.
