Editor's Note: This ordinance also repealed former Ch. 53, Recreation Commission, adopted 7-7-1999 by Ord. No. 1999-16. Section 3 of this ordinance eliminated and dissolved the previously established Recreation Commission, and all offices and membership in same were revoked and dissolved. Any authority or power any person or persons had or was otherwise authorized by the existence of the Recreation Commission was also revoked.

A. 
Pursuant to the authority vested in the Council of the Township of Lopatcong, there is hereby established a Recreation Committee to be known as the "Recreation Committee of the Township of Lopatcong," which shall consist of seven members appointed by the governing body, one of whom shall be a member of the municipal governing body and all of whom shall be residents of the Township. The members of said Committee shall serve without compensation except as hereinafter provided.
B. 
The Committee shall designate one of the members to serve as Chairman and presiding officer of the Committee. The terms of office of the first Committee members shall be for one, two or three years, to be designated by the governing body in making its appointment, so that the terms of approximately 1/3 of the members will expire each year, and their successors shall be appointed for terms of three years and until the appointment and qualification of their successors. The Township Council may remove any member of the Committee for cause, on written charges served upon the member and after a hearing thereon at which the member shall be entitled to be heard in person or by counsel if so desired by the member.
C. 
A vacancy on the Committee occurring otherwise than by expiration of a term shall be filled for the unexpired term in the same manner as an original appointment.
The Recreation Committee shall have the ability to make nonbinding recommendations to the governing body as to community events, including but not limited to Lopatcong Community Day and other community recreation events as well as enhancements to any town-owned property for recreational activities. These nonbinding recommendations may consist of fundraising, operations, crowd control, costs and other activities related to the management of Lopatcong Community Day or other community recreational events or projects.
The Recreation Committee shall keep records of its meetings and activities and shall make an annual report to the Township Council.
A. 
The Council of the Township of Lopatcong may appropriate funds for the expenses incurred by the Recreation Committee.
B. 
The Committee may appoint such clerks and other employees as it may from time to time require and as shall be within the limits of funds appropriated to it.
