No person owning, harboring, keeping or in charge
of any animal shall cause, suffer or allow such animal to soil, defile,
defecate on or commit any nuisance on any common thoroughfare, sidewalk,
passageway, bypath, play area, park or any place where people congregate
or walk or upon any public property whatsoever or upon any private
property without the permission of the owner of said property.

All pet owners and keepers are required to immediately
and properly dispose of their pet’s solid waste deposited on
any property, public or private, not owned or possessed by that person.
The feces removed from the aforementioned designated
area shall be disposed of by the person owning, harboring, keeping
or in charge of any such animal, in accordance with the provisions
of this article, in a sanitary manner off the public or private property
affected. This shall not permit disposal in public trash containers
on public property.

Any owner or keeper who requires the use of
a disability assistance animal shall be exempt from the provisions
of this article while such animal is being used for that purpose.
Any violation of this article shall, upon conviction,
be punishable by a fine not exceeding $1,000, imprisonment for a term
not exceeding 90 days or a period of community service not exceeding
90 days, or any combination thereof.
