A proposed local law may be introduced by the Mayor or any member of the Board of Trustees, by mailing or delivering a copy of the local law to the Mayor, each member of the Board of Trustees and the Village Clerk.
A public hearing on any local law not introduced at a meeting of the Board of Trustees may be scheduled and noticed on the authority of the Mayor or, in his absence or inability, by the Deputy Mayor.
At the option of the Board of Trustees, the notice of hearing on a proposed local law may set forth a summary or full text of the law.
After a public hearing has been held, a local law may be adopted with nonsubstantial or minor technical changes or amendments without the necessity of further public hearings.

Section 7-706(5) of the Village Law is hereby repealed and superseded in its application to the Village of Oyster Bay Cove.
Every zoning law and every amendment thereto (including any map incorporated therein) adopted by the Village of Oyster Bay Cove shall be entered in the minutes of the Village Board of Trustees.
Such local law shall provide for its effective date, and such local law shall be effective as provided therein without any requirement for publication of the said local law or a summary thereof.
