Any person or entity who is convicted of a violation of this chapter or any supplement thereto shall be liable for the first offense to a penalty of not more than $100 or imprisonment for a term not exceeding 15 days, or both, and, for each subsequent offense, to a penalty of not more than $200 or imprisonment for a term not exceeding 30 days, or both. Such vehicle may be removed from the parking area on order of any police officer, and the owner thereof shall pay the reasonable cost of such removal and storage which shall result from such removal before being allowed to regain possession of the vehicle, and such costs of removal and storage shall be in addition to any penalty or fine hereinbefore or hereafter provided.
