Any person who shall fail to connect to a sanitary sewer within
30 days after notice by the proper officer of the Board of Health
to make a required connection shall be liable to a fine of not less
than $25 nor more than $500. An additional fine shall be imposed for
every day of delay, after the expiration of 30 days, for which there
is noncompliance with the provisions of the order or notice. Such
notice may be served upon the owner personally or by leaving it at
the owner's usual place of abode with a member of his household
over the age of 18 years.
