A.
Annual appointment; report. There shall be appointed
annually by the Select Board an Inspector of Wires. Such appointment
shall be made in May of each year and the Inspector of Wires shall
hold office from the first day of June following for the term of one
year and until another is appointed in the Inspector's place. The
Select Board may at any time remove the Inspector of Wires. The Inspector
shall keep a record of the business of the department and submit to
the Select Board in time for publication in the Annual Town Report
a yearly report of such business.

B.
Powers and duties.
(1)
The Inspector of Wires shall be, by virtue of the
office, in charge of the police and fire signal systems.
(2)
The Inspector of Wires shall require all persons and
corporations owning or operating wires to conform to all of the laws
of the Commonwealth of Massachusetts and to all rules and regulations
contained in the National Underwriters Code.
Any person or corporation operating electric
or other wires within the Town shall, upon request of the Inspector,
furnish the Inspector with such information as may be necessary to
the faithful and effectual discharge of the Inspector's duties under
this Bylaw.
The Inspector shall have access at all reasonable
times to all wires, appliances, and apparatus in the interior of a
public building or on private premises which are intended for carrying
an electric light or power current, and no person shall arrange, affix
or change any such wires or apparatus without giving the Inspector
reasonable opportunity to inspect such wires and their arrangement
and fixtures before the same are covered or enclosed; and no person
shall place such wires in any building in process of construction
until all gas, steam, water, and furnace pipes have been placed in
proper position. No person shall connect such wires in the interior
of building and on private premises with an outside circuit which
crosses or runs along, over or under any street or way of the Town
without written permission therefor having been first obtained from
the Inspector.
No person or corporation shall attach any wire
or line for the transmission of electricity for any purpose, except
the lines and wires of the Town of Marblehead, to any post, except
on their own premises or upon other lands with the consent of the
owner thereof, nor insert the same into any underground conduit, except
with the consent of the owner and by order of the Select Board.
No electrical installation shall be made in
any house, factory, building or structure of any type or affixed in
any way to any portion of any premises in the Town of Marblehead which
is intended to be connected with an outside electrical circuit which
crosses or runs along, over, or under any street or way of the Town,
without first obtaining a written permit from the Inspector of Wires
to make such electrical installation, upon written application of
a person, firm or corporation intending to make such installation.

A.
Fees shall be charged by the Inspector of Wires to any person, firm or corporation applying for permits for electrical installations as provided in § 52-5. Said fees to be paid by the applicants when such permits are issued in accordance with the following schedule.
(1)
Additions, alterations and new construction. Where
a building permit is required, the fee is $15 per $1,000 of the total
cost of the work to be done under such permits, as estimated by the
Building Commissioner. This fee will include the cost of the building
permit, wiring permit and the plumbing permit.

owned fire alarm master box: $300.

B.
No fee shall be paid for the installation of portable
appliances for use with convenience outlets. All fees received by
the Inspector of Wires shall be turned over to the Town Treasurer
as receipts and accounted for by the Treasurer.
C.
Electrical permits may be obtained at the office of
the Inspector of Wires, located at Gerry Street. The office will be
open between 8:00 and 9:00 a.m., 1:00 and 1:30 p.m. daily, or by appointment,
