There shall be a Borough Administrator to assist the Mayor and Borough Council, whose function shall be to provide a liaison between the governing body and the various departments, bodies, and other officials of the Borough of Fanwood under the supervision and control of the Mayor and Borough Council, and to fulfill such other duties as shall be specifically assigned by said Mayor and Council from time to time:
A. 
Direct the preparation of the budget document and the compilation and analysis of budget costs and estimates, the maintenance of sound personnel policies and administrative practices, and the purchasing of materials, supplies, and equipment to be furnished and work and labor to be done for the Borough.
B. 
Supervise the administration of all departments, offices, and agencies of the Borough government.
C. 
Study the governmental and administrative operations and needs of the Borough government, and prepare and recommend to the Council necessary and desirable plans and programs with respect thereto.
D. 
Attend all meetings of the Council and perform such other duties as the Council may prescribe.
E. 
Prepare agenda for and arrange meetings of the governing body.
F. 
Follow up actions of the governing body by correspondence, review of minutes, personal conferences, and administrative direction.
G. 
Receive all requests for use of the Community House and its surrounding grounds, grant permission therefor when applicable rules and regulations have been complied with and collect usage fees and damage deposits as authorized by this chapter.

Said Borough Administrator shall be appointed by the Mayor with the advice and consent of the Borough Council for the term of one year, beginning January 1 of each year.
The duties of the Borough Administrator shall be such that they shall not infringe upon the duties, rights and powers of other Borough officers designated by statute or by Borough ordinance.

The Mayor, with the advice and consent of the Borough Council, may appoint a Deputy Borough Administrator for the term of one year, beginning January 1 of each year. The Deputy Borough Administrator shall perform, under the direction and supervision of the Borough Administrator, such duties as assigned by the Mayor and Borough Council from time to time, and shall act for and in the place of the Borough Administrator during periods of absence or disability.

The Borough Administrator is hereby authorized and directed to collect from applicants requesting permission to use the Community House and its surrounding grounds the following:
A. 
A usage fee of $25 for each event involving use of the Community House and, in addition, a usage fee of $25 for each event involving use of the surrounding grounds, unless such fee(s) are exempt under rules and regulations promulgated by the Finance and Administration Committee of the Borough Council.
B. 
A damage deposit of $25 for each event involving use of the Community House and, in addition, a damage deposit of $25 for each event involving use of the surrounding grounds, unless such deposit(s) are exempt under rules and regulations promulgated by the Finance and Administration Committee of the Borough Council. Said deposit(s) shall be used by the Borough as reimbursement for any costs or expenses incurred in repairing damage caused to the property of the Borough during the event, or shall be returned to the applicant, in whole or in part, in the event no such damage is incurred or if such expenses do not exceed the amount of the deposit.

The Finance and Administration Committee of the Borough Council is authorized to promulgate rules and regulations governing use of the Community House and the surrounding grounds, the charging of usage fees and damage deposits, liability insurance requirements, hours of use, size and ages of groups and such other matters as required for the safe enjoyment and protection of such property.
