It shall be unlawful for any person to erect or place wires or poles or other instruments for radio, electric or other service in any of the streets, roads, or sidewalks of the Borough without permission of the Mayor and Council.
A. 
Any person who shall violate any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $2,000 or by imprisonment in the county jail for a term not exceeding 90 days, or both.

B. 
In addition, such person shall be liable to the Borough for the cost of removing such wires and poles and restoring the premises to their original condition.
