A Director of Recreation and Parks who is properly
qualified and experienced in recreation, education and parks work
shall be employed by the Town Board.
The Director shall have the following duties
and powers:
A. She/he shall assist the Advisory Board in formulating
policies and procedures governing the functioning of the Advisory
Board.
B. She/he shall convey concerns and interpret programs
to the Advisory Board, keeping abreast of changing conditions and
she/he shall make recommendations accordingly.
C. She/he shall prepare the annual recreation and parks
budgets and shall direct expenditures as authorized by the Town Board.
D. She/he shall make monthly program and expenditure
reports, together with an annual report to the Advisory Board and
to the Town Board and shall keep records of such reports.
E. She/he shall be responsible for maintaining all records
of the Department.
F. She/he shall have overall responsibility for planning,
evaluating, implementing and supervising the recreational programs.
G. She/he shall hire, supervise and evaluate program
leaders.
H. She/he shall be responsible to hire within budgetary
appropriations any necessary help for the maintenance of the parks.
The hiring of such employees shall be subject to Town Board approval.
I. She/he shall be responsible to equip, maintain and
operate such playgrounds, community recreational centers, public playfields,
Town harbors, open spaces and swimming areas and pools and other recreational
facilities as may be authorized by the Town Board.
J. She/he shall assist with cultural and other programs
as assigned by the Town Board.
K. She/he shall have the authority to use:
(1) Such Town property as the Town Board may from time
to time set apart.
(2) With the consent of Wayne Central School District,
such school buildings, premises and property as may be suitable.
(3) With the consent of the owners and of the Town Board,
such private property as may be suitable and desirable.
L. She/he shall have the authority to make such purchases
of materials, supplies and equipment as may be necessary to fulfill
the purposes and programs of the department, provided that the same
are within budgetary appropriations.
