No person shall throw, deposit, sweep or cause
the accumulation of ashes, refuse, debris, dirt, grass clippings,
leaves, waste or garbage upon any street or sidewalk area or public
place or on any private street, land or premises, except where such
substance shall be kept in watertight, covered containers or receptacles
placed in such manner as to facilitate collection by the Village garbage
contractor or by such department which shall have the duty and obligation
for such collection and disposal.
